Overview:  

We are seeking a Waste Operations Analyst who will focus on waste management operational analysis and performance assurance tasks such as tracking waste, generating reports, and providing cost estimates related to the management of hazardous, radioactive, and mixed wastes generated at the Oak Ridge National Laboratory. Working closely with the Division Director, this position is responsible for providing technically defensible waste related documentation such as waste aging reports, storage limits, and costing information.  This position resides in the Transportation and Waste Management Division (TWMD), in the Environment, Safety, Health, and Quality (ESH&Q) Directorate, at Oak Ridge National Laboratory (ORNL).

Major Duties/Responsibilities: 

Waste Operations Analysis and Reporting: (75%)

  • Compile and track waste shipments during the year and report details to ORNL, DOE Office of Science, TDEC, and other requesting agencies.

  • Monitor waste regulatory clocks at staging areas and Permitted Units.

  • Prepare cost estimates for projects and tasks.

 

Financial Examinations and Reporting: (25%)

  • Use accounting systems to prepare monthly, quarterly, and year-end reports.

  • Responsible for account management, funds control, budget allocations, cost analysis/transfers.

Basic Qualifications:

  • A bachelor’s degree in a technical field

  • A minimum of two years of relevant experience

 

Preferred Qualifications:

  • ORNL experience is strongly desired.

  • Detailed understanding of the technical, regulatory, and institutional issues associated with the management of hazardous, radioactive, and mixed wastes, preferably at a DOE facility. 

  • Experience in waste reporting, business analytics and preferably an understanding of DOE facilities and operations.

  • Demonstrated understanding of applicable regulatory requirements, including the requirements of RCRA, TSCA, and DOT.  Knowledge of DOE Order 435.1 a plus.

  • Skill in working with a wide variety of waste management professionals, including waste generators and waste operations staff on topics related to the management and reporting of waste.

  • Demonstrated proficiency using commercially available data management software systems, including Microsoft Word, Excel, Access, Outlook, and PowerPoint.

  • Excellent written and oral communication skills.

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

 

HSPD-12 PIV badge: This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
