Wage and Salary Specialist

General Description of the Position

Under general supervision, performs duties that are well-defined and governed by established policies, procedures, and regulations.  The Wage and Salary Specialist investigates, resolves, and identifies discrepancies in payroll records and employee timesheets; handles changes in job status, job titles, and exemptions; and answers questions from staff about wages, attendance, time records, and deductions.  Specialists must have sound decision-making skills and the ability to meet and work on tight deadlines. 
 
Data classification and entry require extreme attention to detail.  The Specialist must have the ability to plan, coordinate, and administer complex administrative systems and processes; to make administrative and procedural decisions and judgments on sensitive, confidential issues; and to interpret, adapt, and apply guidelines and procedures.  Work contacts extend beyond the immediate work area to other University staff and State of Delaware personnel.  
 
This position works closely with the Senior Wage and Salary Administrator daily and performs independently in his/her absence..


Essential Functions & Required Knowledge, Skills and Abilities

       The following are the functions essential to performing this position:

  • Responsible for the accurate input for all Delaware State University employees in both the State of Delaware (PHRST) and University (Banner) computer systems.
  • Ensure accurate and timely processing of payroll updates to include, new hires, terminations, transfers, changes to pay, etc.
  • Performs daily, bi-weekly, and monthly audits of the HR Banner/PHRST databases as required.
  • Performs data control operations as required.
  • Ensures compliance with federal, state and local pay, wage and hour laws and best practices.
  • Facilitates audit by providing records and documentation as requested.
  • Act as assistant liaison between state PHRST system and University HRIS;
  • Work with process improvement/training unit to identify employee training needs and appropriate courses;
  • Assist human resources management by providing advice, assistance, and follow-up on University policies and procedures to employees as well as other human resources-related activities;
  • Assists the Human Resources staff in maintaining records retention schedules; design and maintain accurate filing systems;
  • Provides advice, training and support to Human Resources staff and the University community, in the application of compensation management principles, guidelines, procedures and best practices.
  • Maintains confidentiality in all aspects of the position.
  • Calculates additional pays and salaries on forms to ensure accuracy of amounts 
  • Confirms departmental and finance account coding.
  • Performs other related duties as assigned.

  • Assist on research projects and design and prepare reports when necessary.
  • Must possess good reasoning abilities and sound judgment.
  • Must maintain the confidentiality of all Human Resources’ information including, but not limited to, documents and files.
  • Assist in the training of other data system users.
  • Possess strong organizational and time management skills.


    Qualification Standards


  • Must possess a high school diploma and/or two (2) years of college-level coursework in human resources, office management, accounting, information systems, or a related area; supplemented with two (2) years of related experience.
  • Experience with Banner Human Resources Information System and State of Delaware PHRST system is a plus.
  • Must have excellent communication skills and the ability to work as part of a Human Resources team.
  • Must be flexible to occasionally work outside normal business hours, to include weekends.
