Description

Position Summary
As staff of the Jane Addams Center for Social Policy and Research, Behavioral Health Crisis Hub, this position provides technical expertise and leadership on information systems management and integration for the State's implementation of the community-based crisis care continuum, which includes 988/Lifeline Call Centers, providers of Mobile Crisis Response Teams, Crisis Stabilization services, as well as the Community Emergency Systems and Support Act (CESSA) and other statewide initiatives. This includes providing technical assistance and consultation to community providers and partnerships to advance data systems integration and/or systems referrals and collaborations necessary for successful implementation.  This individual is the primary technical lead for the Hub’s data management system. The Data Manager is also responsible for the analysis of data by performing qualitative and quantitative analyses of data using descriptive and complex statistical techniques.

Duties & Responsibilities

Research Design

·         Design survey instruments to collect data from community providers and partners regarding program operations and performance in collaboration with Behavioral Health Crisis Hub staff

·         Conducts research and collaborates with BHCH and other UIC researchers to assess and evaluate the crisis system continuum.

·         Researches or identifies national models and best practices for implementing 988 and CESSA and translates best practices into operational models to recommend modifications or improvements appropriate for the Illinois crisis system.

Data Analysis and Information Management

·         Designs, manages or coordinates the development of performance measurement systems, including key performance indicators and other metrics to monitor the implementation of both CESSA, 988 call centers, and other providers in the crisis response continuum in collaboration with other Behavioral Health Crisis Hub managers.

·         Performs analysis of data using descriptive and complex analytic techniques such as multiple regression and factor analyses

·         Possesses expertise in using software to assist in creating dashboards and other innovative means of displaying research and analytic findings.

·         Acts as internal consultant to leadership team regarding data management activities.

Project Management

·         In conjunction with Hub operations leadership, coordinates with vendors involved in data systems development, operations, and maintenance.

·         Monitors project developments on an ongoing basis and implements changes as needed.

·         Prepares, organizes, and communicates research results. Writes papers, prepares grants, and other documents for publication based on research findings.

·         Authors and co-authors articles for publication and presents at scientific symposia and conferences.

·         Performs other related duties and participates in special projects as assigned.

Qualifications

Minimum Qualifications

  • Bachelor’s degree in psychology, social work, public health, public administration, social science or related field required. Master’s degree preferred.
  • A minimum of 5 years of experience in research design and use of data analytic techniques to create reports.
  • Possesses knowledge and experience in writing reports to communicate research findings effectively.
  • Possesses knowledge of database systems, systems information management and integration, and project management tools
  • Possesses knowledge of research design principles, concepts, practices
  • Demonstrate understanding of basic and complex data analytic techniques and methodologies.

Preferred Qualifications

·         Demonstrated ability to use descriptive and complex data analytic techniques.

·         Demonstrated experience in preparing written reports on research/evaluation studies.

·         Demonstrated experience to learn and utilize software to display the results of research and data analysis.
