The University of Tennessee Southern enthusiastically invites highly qualified applicants and nominees for the position of Vice Chancellor for Finance and Administration. Reporting directly to the chancellor, the Vice Chancellor for Finance and Administration (VCFA) is a member of the chancellor’s senior leadership team and serves as chief business officer for UT Southern, overseeing all financial matters for the campus.


The VCFA provides vital, sustainable, and fiscally responsible vision and leadership for the financial enterprise of UT Southern and works collaboratively with the chancellor’s leadership team and system-wide administration. The Vice Chancellor oversees the division of Finance and Administration, including accounting and financial operations, budgeting, data verification, and internal controls. The VCFA has direct supervision for the departments of business and campus services, facilities management, IT, auxiliary operations, human resources, and serves as the chief budget officer.


Primary duties and responsibilities include, but are not limited to, the following:

  • Accepts fiduciary and operating responsibility for the campus is accountable to the UT System, UT Board of Trustees, and external constituencies for the financial state of the campus.
  • Leads and supervises the areas of responsibility including HR, facilities, IT, security, bookstore, and campus services.
  • Ensures proper application of applicable accounting standards to all accounting and reporting activities.
  • Delivers short-term and long-term financial planning, including revenue enhancements, budget reductions, budget allocations/reallocations, and other strategies for maximizing resource utilization.
  • Oversees the development and maintenance of internal controls to safeguard the financial integrity of the university and ensure compliance with federal, state and system regulations and policies.
  • Ensures operation and effectiveness of financial services, audits, business services, contracting and purchasing, and budget planning and analysis.
  • Embraces a data-driven decision-making organization and promotes transparency in fiscal planning and decision-making.
  • Develops and implements a financial vision that promotes financial transparency.
  • Sets standards for assessing the effectiveness of fiscal policies and procedures and their implementation.
  • Identifies new sources of revenue to support existing programs and provides guidance for the creation and funding of new programs that foster the strategic mission of UTS.
  • Works with the State Building Commission, the Tennessee Higher Education Commission, and other local and State offices on financial and capital policy issues.
  • Provides leadership and support for fiscal aspects of academic programs and educational support services.
  • Attends monthly UT System Chief Business Officer (CBO) meetings and monthly Fiscal Policy Advisory meetings.
  • Promotes and supports the university's commitment to equity, diversity, and inclusivity among the campus community.
  • Represents UT Southern and the UT System throughout the local and regional community.
  • Contributes in measurable ways to the mission of UT Southern and fully embraces the systemwide Be One UT Values.
  • Other duties as assigned by the chancellor.
 



Qualifications

 

Required Qualifications
 
A Master’s degree in accounting, business administration, management, or a closely related field is required. Supervisory experience and at least five years of professional, progressive leadership experience and accomplishment in planning, managing, and implementing business and financial systems is also required.
 
Additional requirements include:

  • Experience leading in a complex, high-demand environment, managing multiple priorities simultaneously.
  • Substantial and successful executive and fiscal management experience.
  • Expertise in risk and financial management, budgeting, and reporting.
  • Proven ability in budget development and implementation.
  • The ability to effectively establish and achieve measurable goals.
  • A robust understanding of higher education and the higher education landscape, including an appreciation of shared governance.
  • Proven ability to work effectively, both independently and collaboratively, with cross-functional teams and diverse stakeholders.
  • Strong communication and interpersonal skills, including written, oral, listening, and presentation skills.
  • A conceptual thinker with experience in strategic visioning and change management.
  • Strong commitment to excellence, integrity, and transparency.
  • The ability to lead and motivate employees within a collaborative governing structure.

Preferred Qualifications

  • Financial experience in the field of higher education is strongly preferred.
  • Ability to plan, prioritize, and execute new initiatives.
  • Exceptional problem-solving skills and the ability to generate effective solutions.
  • Professional certifications (CPA, CMA, etc.) are also preferred.
