The Maintenance and Utilities Services Department provides maintenance and repair for campus facilities. This includes the maintenance and operation of utility systems, plants, and water and electrical distribution systems. The department also manages and monitors all internal utility meters and is responsible for building control systems and infrastructure equipment.
POSITION SUMMARY:
The Utilities Controls Technician II is responsible for operation and maintenance of complex utilities control systems. These systems include energy management, boiler & hot water, chilled water, domestic water, sanitary, and plant monitoring instruments. The technician may also be responsible for escorting and supervising contractor activities occurring on campus as requested by supervisor. Begin and complete Level Two Instrumentation curriculum and demonstrating competency therein. This position requires knowledge gained through prior experience with control systems. Performs a variety of tasks related to control systems. Relies on instructions and pre-established guidelines to perform advanced functions of the job while relying on experience and judgment to plan and accomplish goals. Primary job functions require exercising some independent judgment. Exercises a certain degree of creativity and latitude. This position also requires skill in analyzing system malfunctions and determining appropriate repairs. This position's primary responsibilities include operation and maintenance of complex systems. These systems include energy management, environmental controls, boiler & hot water, chilled water, domestic water, sanitary, and plant monitoring instruments. Maintenance responsibilities include but are not limited to installation, programming, troubleshooting & testing, calibrating, repairing of instrumentation & control systems. Knowledgeable in the processes and safety measures in various skilled craft area(s}. Knowledgeable with concepts, practices, and processes in building controls. Responsibilities also include maintenance and upkeep of associated software. Assists in directing and coordination of projects related to metering and control systems. This position is responsible developing solutions and reporting any complex or unusual maintenance problems to the Supervisor. Travelling to other campuses is required. This position requires basic customer service skills. This job requires physical abilities such as trunk strength, manual dexterity, and wrist-finger movement to perform the essential functions of the position. Working conditions include exposure to hazardous materials and fumes, elevated areas (i.e., over six feet), varied weather conditions, dirty environments, noisy environments, and lifting and carrying heavy objects. This position is identified as "Essential Personnel" and may be required to report to work during emergencies or when the university is closed. This position may be required to participate in On-Call rotation.
RESPONSIBILITIES:
Installation:

  •  Install, calibrate, and maintain various types of metering for Chilled Water, Hot Water and Domestic Water production systems for compliance requirements on annual basis.
  •  Install, modify and maintain hardware components for utilities controls and metering systems including enclosures, electrical conduit, sensor wiring, communications wiring, power supplies, etc. as needed.

Corrective Maintenance:

  •  Inspect, troubleshoot, and perform corrective and preventative maintenance on EMS and various Utilities control systems instrumentation.
  •  Utilize advance test equipment such as ultrasonic flow meters, digital multi-meters, oscilloscope and other specialized test equipment to  troubleshoot various instrumentation.
  •  Troubleshoot and maintain variable frequency drives (VFDs), and lift station controls.
  •  Understand and troubleshoot equipment following proper control sequences of operation.


Utilities Billing:

  • Responsible for all Utility reimbursement/billing on a monthly basis for the campus, including meter reading, compiling and verifying all utilities metering data for the billing system.


Maintenance:

  • Maintain Energy Management System (EMS) including creating/updating graphics, and communications infrastructure.
  • Maintain, troubleshoot and repair Programmable Logic Controllers (PLCs).
  • Maintain proper documentation for IP addresses, and BACnet ID's.
  • Perform integration of various controllers and communication protocols.
  • Maintain alarm notifications, energy setbacks, scheduling, reviewing constructions documents, performing inspections, and commissioning (as needed) on existing control systems.


Support:

  • Assist leadership and engineers by compiling utilities production and consumption data for efficiency analysis, future planning, and troubleshooting.
  • Assist leadership and engineers with institutional/historical knowledge for system design and future planning.  Review construction drawings for EMS, Utilities Controls and Utilities metering systems.
  • Assist leadership to co-ordinate, manage and monitor contractor activities for EMS and Utilities system controls related initiatives and projects during their planning and implementation.
  • Assist in developing scopes of work for vendors to bid on.
  • Provide oversight for proper implementation of EMS and Utilities metering system for new building construction.


Other:

  • May provide leadership, coaching, and/or mentoring to a subordinate group as required.
  • Use computerized maintenance management system (CMMS) for work orders.
  • Read and maintain, where necessary, appropriate system blueprints and schematics.  Maintains appropriate logs and records of systems operations to help create Key Performance Indicators (KPIs).
  • Maintain inventory records, initiate purchases of materials and parts used for repairs.
  • Drive USF vehicles, clean & maintain shop, and clean & maintain personal equipment and assigned tools/equipment.
  • May perform hurricane preparation duties such as clearing roof drains, drain grates, filing and deploying sandbags.


Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
High school diploma or equivalent.  Two (2) years of appropriate experience in the procedures and methods for installing, repairing, and maintaining building automation systems (BAS), and accessories; appropriate vocational/technical training may substitute at an equivalent rate for the required experience.  Valid Florida Class E operator (driver) license.
PREFERRED:
High School Diploma or equivalent and four years of appropriate experience.  Level 1 Instrumentation curriculum.
SPECIAL SKILLS/TRAINING:

Ability to lead a team, provide coaching and/or mentoring to a group or individual. Ability to exercise creativity, latitude, and critical thinking. Oral and written communication skills. Using and maintaining hand and power tools. Familiarity with industry standards and technical expertise. Intermediate level proficiency in MS Office suite and other industry standard software.

 

FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
