General Information
James Madison University seeks candidates for the newly created Tax Director position. The Tax Director is responsible for managing the University’s overall tax compliance initiatives to ensure adherence to state, federal and international tax laws. This position reports to the Associate Vice President for Finance and will serve as a University-wide resource for all tax matters.
Duties and Responsibilities
  • Directs overall institutional tax compliance, including adherence to all local, state, and federal laws.
  • Serves as a University-wide resource for all tax related issues.
  • Works directly with Payroll, Accounts Payable, Financial Reporting, Cash & Investments, International Accounting, University Business Office, as well as James Madison Innovations (JMI) on unusual tax issues.
  • Prepares the University’s annual income tax filing (Form 990-T)
    • Monitors and reviews activities within University to ensure compliance with federal and state UBIT laws
    • Performs research on University revenues to ensure accurate reporting of income
  • Performs all accounting and reporting related duties for James Madison Innovations (JMI), which include:
    • Complies with 1099 reporting requirements
    • Prepares JMI annual income tax filing (Form 990-T)
    • Files State Corporation Commission Annual Report
    • Prepares quarterly financial reports
    • Prepares JMI bank reconciliation
  • Consults with University tax counsel on any novel tax issues.
  • Manages business registration exemptions in foreign states
  • Assists with assuring compliance with bond covenants limiting private business use and arbitrage
  • Provides expert advice on taxable fringe benefits, independent contractor determinations, and executive compensation issues.
  • Directs VAT tax recovery program
  • Serves as a resource for any unusual Foreign National Tax questions.
  • Assists in evaluating potential foreign permanent establishments.
  • Maintains sales and use tax procedures.
  • Works collaboratively with other members of JMU Finance.
  • Assumes responsibility for special projects.
Qualifications
Required:
  • 3-5 years of relevant experience
  • Certified Public Accountant
  • Bachelor’s degree
  • Knowledge of state and federal tax laws and regulations
  • Ability to use web-based statutory and regulatory resources to research tax matters
  • Ability to communicate effectively with a variety of professional individuals
  • Ability to exercise appropriate judgment in making decisions related to tax matters
  • A strong focus on providing excellent customer service

Preferred:
  • Advance degree in tax or law
  • Experience in a higher education or non-profit setting with global initiatives
  • Experience in managing tax audits and working with tax authorities
  • Strong leadership and people management skills, with the ability to collaborate effectively across departments
  • Demonstrated organizational and time-management skills
  • Exhibit a high level of attention to detail, analytical acumen, intellectual curiosity, and creativity
  • Excellent technical skills – able to adapt and learn new technologies and solutions quickly
  • Manage multiple efforts while working under pressure to meet or exceed deadlines
  • Analyze data to draw business-relevant and objectively determined outcomes

The Annual Security and Fire Safety Report contains information regarding campus security and personal safety including topics such as: crime prevention, the university police law enforcement authority, crime reporting policies, disciplinary procedures, protocols for the immediate notification of students and staff upon confirmation of a significant emergency on campus and other matters of importance related to security and safety. The report includes statistics for the most recent three-year period of reported crimes that have occurred on campus; in certain off-campus buildings or property owned or controlled by JMU or its affiliates; and on public property within or immediately adjacent to and accessible from the campus.
The Annual Security and Fire Safety Report includes campus housing fire statistics for the most recent three-year period, a description of each on-campus student housing facility fire safety system, the number of fire drills held during the previous calendar year, policies or rules on portable electrical appliances, smoking, and open flames in student housing; and procedures for student housing evacuation in the event of fire along with other fire safety information.
