Job Description

Position Description: The University Police Chief directs the daily operations of the campus police and security personnel for the protection of students, faculty, staff, visitors, and property of the University. Manages police and patrol units, develops security protocol, implements training programs, and oversees campus vehicle traffic and parking. This position works with University faculty and staff, students, and external constituencies to develop security protocols and maintain campus safety. Directs, plans, and implements procedures to enforce laws and University regulations. Works with diverse groups of people and makes an effort to involve community members in positive ways that promote the department's goals.

Minimum Qualifications:

  • Bachelor's Degree in Criminal Justice or a related field. Relevant law enforcement experience can be substituted for the degree;
  • At least five years of experience in law enforcement with some supervisory experience required;
  • Graduation from a POST Academy program or equivalent;
  • Firearm certifications;
  • IMT & ICS Certifications up to level 400;
  • Certifications in emergency management from FEMA, NEMA, KDEM, or related agencies;
  • 40 hours of in-service training per year;
  • Current certified Police Officer 21 years of age, a U.S. Citizen; have been fingerprinted and a search of local, state and national fingerprint files made to determine whether the applicant has a criminal record;
  • Not have been convicted of a crime that would constitute a felony under the laws of this state, a misdemeanor crime of domestic violence or a misdemeanor offense that the commission determines reflects on the honesty, trustworthiness, integrity or competence of the applicant as defined by rules and regulations of the Kansas commission on peace officers’ standards and training;
  • Have graduated from a high school accredited by the Kansas state board of education or the appropriate accrediting agency of another state jurisdiction or have obtained the equivalent of a high school education as defined by rules and regulations of the commission;
  • Be of good moral character sufficient to warrant the public trust in the applicant as a police officer or law enforcement officer;
  • Have completed an assessment, including psychological testing approved by the commission, to determine that the applicant does not have a mental or personality disorder that would adversely affect the ability to perform the essential functions of a police officer or law enforcement officer with reasonable skill, safety and judgment be free of any physical or mental condition which adversely affects the ability to perform the essential functions of a police officer or law enforcement officer with reasonable skill, safety and judgment and obtain initial and continual certification as set forth and defined by the Kansas commission on peace officers’ standards and training.

At time of appointment, candidate must have passed a standardized written test, polygraph examination, background investigation, physical, psychological and a drug screening testing.

Responsibilities:

  • Direct and coordinate the operations of the University Police and Security Department. Respond to emerging public safety issues while taking into consideration institutional concerns.
  • Manage parking at the University; develop policy and regulatory proposals for parking, serve on the parking committee, and ensure proper parking enforcement pursuant to Kansas statutes and University rules and regulations.
  • Review University rules and regulations and implement procedures to enforce them throughout the campus community.
  • Develop plans and protocol to maintain campus security, ensuring the allocation of necessary resources and sufficient training of personnel.
  • Manage employee schedules and coordinate space and facilities for police activities.
  • Oversee compliance for training and supervision of University Police Department officers and staff.
  • Develop policy proposals for the Emergency Management Plan for mitigation, preparedness, response, and recovery.
  • Develop working budgets, manage spending, reconcile deposits, and make decisions regarding allocation of resources. Exercise budget authority over University Police, Traffic and Security Overtime, University Police Sales and Service, Parking Fees, Parking Meters, and the Public Safety Fee. Compile financial reports as necessary, including financial compensation reports and budget reports.
  • Maintain statistical data of crimes, motor vehicle accidents, and other relevant information for required compliance reporting. Collaborate with Student Affairs in the computation of the annual security report. Respond directly to the Department of Justice, Department of Education, and the Department of Justice concerning data required at the federal level.
  • Act as liaison between the University Police Department, the University, and city, county, state, and federal law enforcement agencies and fire departments.
  • Serve on various professional committees, such as the Kansas Association of Chiefs of Police, and attend City and University bi-annual cooperative meetings.
  • Serve as the Co-Emergency Manager for the University and oversee the emergency operations center, emergency response and recovery, and evacuations. Develop evacuation exercises, drills, table top exercises, and full-scale exercises. Serve on the Incident Management Team, the Behavioral Intervention Team, and the County Local Emergency Planning Committee.
  • Provide co-oversight of the Lock Shop and manage the issuance and recovery of keys.
  • Maintain a positive working relationship with department staff and other law enforcement agencies.
  • Develop effective training programs and evaluate success based on officer performance and the accomplishment of University goals.
  • Make recommendations regarding professional discipline, advancement, and professional development.
  • Perform any other related duties as required or assigned.
