ORGANIZATIONAL SUMMARY:
The College of Behavioral & Community Sciences serves approximately 3,100 students with seven undergraduate, 14 master's, and seven doctoral programs housed in six academic departments/schools. The College is the home of the Louis de la Parte Florida Mental Health Institute, one of the largest behavioral health research and training institutes in the country as well as 18 specialized Research Centers and Institutes. Our aim is nothing less than to be among the most influential resources for behavioral and community sciences in the region, nation, and world.
POSITION SUMMARY:
The primary purpose of this position is to support the Associate Dean of Research and CBCS through the development, review, and administration of centrally administered contracts and grants. The primary functions for this position include: Pre and post-award grant management; Establishment and monitoring of sub-awards and sub-contracts; Ensuring compliance with USF and federal requirements; Review and submission of proposals. In addition to grants management, the position is responsible for entering and monitoring pay distribution for employees working on contracts and grants and preparing annual and final financial reports


RESPONSIBILITIES:
Pre-award grants management. These responsibilities include (but are not limited to): recommending funding opportunities to potential principal investigators (PI); preparing proposal applications per sponsor guidelines and mechanism; collecting required materials from the PI, key personnel, and other collaborating organizations; preparing budgets and budget justifications; reviewing biosketches for completeness and compliance with sponsor guidelines; validating investigator compliance with USF's financial conflicts of interest (FCOI) policy; initiating internal forms; reviewing proposals for grammatical and format correctness, and for completeness; and assisting PIs with Just in Time pre-award requirements. These activities require working closely with Sponsored Research Administrators.
Post-award grants management. These responsibilities include (but are not limited to): review of award and budget; project set-up (e.g., GBRs, subaccounts, FAST workflow); guiding PIs to facilitate HR appointments and background screenings; establishing sub-recipient agreements; preparing and overseeing reconciliation spreadsheets for budget tracking, forecasting, and expenditure tracking; providing PIs with fiscal management reports on a routine basis; monitor expenditures to maintain compliance with external funding agency policies and federal cost accounting standards; serve as liaison to consultants and collaborating organizations; preparing/submitting budget, journal and payroll transfers when necessary; processing graduate assistant (GA) tuition payments; assisting PIs in compiling and submitting annual and final progress reports; work closely with post-award in project invoicing; and responsible for final financial invoicing and project closeout. These activities require working closely with Sponsored Research's post-award team (transactions, invoicing, and closeouts).
Establishment and monitoring of subawards/subcontracts. This activity involves working very closely with the PI and the subrecipient institution to gather pre- and post-award documents (e.g., Subrecipient Commitment Form [SCF], Subrecipient Information and Compliance Certification Form [SICCF]; budget and budget justification, scope of work, vitas/biosketches; invoices, reports) assist and oversee compliance with FCOI requirements; and actively participate in subrecipient monitoring.
Pay distribution and Personnel Effort Reporting Tool (PERT) certifier. Responsible for entering and monitoring pay distribution for employees working on contracts and grants. This also includes conducting RSA checks and account validation for payroll that has been processed. Review, unlock, and modify (if necessary) PERT certification forms for faculty, staff and OPS employees who provide effort to a federal award. Notify certifiers to approve and monitor compliance by the due date.
CBCS Research Database and Other Reporting Functions. Oversees and recommends improvements to the CBCS research database, which is the internal mechanism used to track college proposals and awards. Awards are continually updated per the issuance of Research Award Notices (RANs) provided by Sponsored Research. Prepare the financial information for contract and grant annual and final reports.
Performs other duties as assigned. Assists with special requests, committee assignments, and grants management issues that fall outside the responsibilities listed above.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree and 1 year of professional administrative experience; or a Master's degree. Progressively responsible related experience may substitute for the required education on a year for year basis.

Please note: this position is subject to a Foreign Influence Screening. 
PREFERRED:
Experience using the University business applications GEMS, FAST, Finance mart, and IFIS. Knowledgeable in University business policy and procedures, especially grant management and submission.
