About the Department
The Institute for Transportation Research and Education (ITRE) is an institutional center located at NC State University. Chartered by the North Carolina General Assembly in 1978, ITRE conducts surface and air transportation research, training, and technical support activities for municipal, state, federal, and international clients in order to address critical transportation issues. ITRE is committed to developing leadership in its study of transportation issues through fostering analytical thinking, integrating technology in education and research, serving as a catalyst for problem solving, and cultivating professionals and students dedicated to excellence in transportation. 
 
ITRE’s strategic plan sets forth five major institute-wide goals: 
  • Increase national visibility; 
  • Conduct and disseminate research that impacts the transportation community; 
  • Sustain and enhance educational opportunities to improve the knowledge and skills of transportation professionals; 
  • Strengthen the relationship with, and gain recognition within, the University system; and 
  • Provide superior technical assistance. 

 
These goals are being achieved through various objectives such as increasing the Institute’s national exposure through conference presentations, published research and outreach efforts, and through increased national project awards. Additionally, ITRE continually expands its training efforts across North Carolina, the United States, and the globe, while promoting collaboration with faculty in the department of Civil, Construction, and Environmental Engineering at North Carolina State University and at other UNC system institutions.
Essential Job Duties
The Training Specialist will develop, implement, direct and conduct training programs, and assist the LTAP Director in managing ITRE’s work zone safety and maintenance training program.
The Training Specialist’s duties include, but are not limited to: 
  • Providing innovative and educated solutions to the LTAP Director regarding the training program’s needs assessment, curriculum design, and program evaluation;
  • In collaboration with the LTAP Director, developing and updating training materials using in training program – pocket guides, handbooks and notebooks. These materials are used in the training program and additionally sold to public agencies, private organizations and other trainers; 
  • In close consultation with the Director, developing policies, procedures and rules governing the staff involved with the training program (other training contractors);
  • Researching and developing innovative training approaches specifically for the targeted audiences of the work zone safety and maintenance training program;
  • Assisting with the development and coordination of the annual NCDOT Maintenance Training Project;
  • Assisting with management of the funds for this project; 
  • Providing on-site training services throughout North Carolina, in other states, and internationally;
  • Evaluating training feedback (both by official feedback forms and by in-class observation) to monitor and improve course effectiveness and make any necessary adjustments to training programs.
Other Responsibilities
  • Assist in providing articles on work zone safety for the LTAP quarterly newsletter. 
  • Perform other related duties as assigned.

Qualifications


Minimum Experience/Education

Bachelor’s degree; or an equivalent combination of training and experience.

All degrees must be received from appropriately accredited institutions.

Other Required Qualifications
  • Demonstrated experience leading and management projects 
  • Supervisory skills 
  • A solid understanding of the Manual on Uniform Traffic Control Devices (MUTCD) – in particular, Part 6 of the MUTCD 
  • High-level knowledge of highway maintenance operations and procedures 
  • Excellent classroom presentation skills and classroom management 
  • A willingness to work extra hours for course preparation/setup 
  • Ability to travel and to drive long distances  
  • Successful completion of NHI Instructor Development Course, or the ability to complete this course within four years of hire. 
  • Training experience with highway safety, temporary traffic management, highway maintenance activities.
Preferred Qualifications
  • B.S Civil Engineering or very closely related field 
  • Ten years of experience in any combination of course development, class presentation, using the Manual on Uniform Traffic Control Devices, work zone traffic control management, highway maintenance work operations 
  • Classroom management experience 
  • Experience generating publications
Required License or Certification
  • Professional Engineering license, or the ability to obtain this license within four years of hire. 
  •  A valid NC driver’s license is required, and must be maintained throughout employment.
