The Program Manager – Training and Outreach conducts cross agency coordination of internal and external training and outreach activities related to Maryland Coordination and Analysis Center (MCAC) mission areas.  The position coordinates with local, state, federal and private sector agencies for state-wide MCAC related mission efforts and is the primary interface for identifying, developing, coordinating and/or delivering subject matter and tradecraft training and certifications for MCAC staff as well as to external customers.  This position supervises one training specialist and coordinates with 6-10 personnel supporting the training and outreach program.  This position works in overseeing, developing, supporting and conducting statewide liaison and outreach activities as they relate specifically to public safety, government, and private sector businesses, agencies or groups.

Due to the nature of work, the employee may be required to pass a drug screening test and must possess or obtain a government-issued security clearance and pass a criminal background check.   

Employee may be required to work outside of normal duty hours during significant or special events and during crises or high-level investigations related to terrorism or criminal activities.

Key Responsibilities:

Training development
Develop, plan and oversee all training and outreach activities associated with the MCAC, including training delivery, evaluation, and campaigns designed to increase the experience and knowledge base of MCAC employees.

Maryland Internal Training Programs: Develops and maintains position specific certification and training process for all MCAC and Regional Information Center staff. Works with subject matter and tradecraft professionals to develop a means of identifying, delivering and tracking the position specific skills and training needed to certify MCAC personnel in each of their specific roles (Information Technology, Analysis, etc).  Functions as statewide lead of Training related activities and actions, representing MCAC equities at regional and national forums.  Responsible for completion and submission of various annual data calls and information requested by the Department of Homeland Security for the state of Maryland.  

Supervision, leadership and oversight of the Training and Outreach Program
Supervises Training and Outreach staff and directs those with training and outreach responsibilities across MCAC Divisions and Branches.  Maintains liaison and coordination with other branches within the Anti-Terrorism Division and with other Divisions and entities across the MCAC.  Routinely participates and gives input into MCAC strategies, plans, policies, procedures and other management and leadership functions.  Advises, assists and develops reports based on program activities.   Responsible for formulating and executing the Training and Outreach Program vision, goals and objectives.  Provides oversight and guidance to outreach and liaison strategies with internal staff and external partners. Coordinates with local, state and federal and private sector training developers and providers to strategize and meet the homeland security and public safety needs of staff and customers. Serve as liaison to the FBI's InfraGard program to share intelligence with members of DHS's 16 Critical Infrastructure Sectors and the law enforcement community.  Responsible for related training and information sharing with the program.

Develop and maintain relationships
Liaison with law enforcement, homeland security, government and private sector customers as related to training and outreach in Maryland and the National Capital Region (NCR):  Partner with other Federal, regional, state and local government agencies and entities for outreach, liaison and training programs supporting security and protection. Develop briefing and outreach materials supporting the mutual sharing of information regarding capabilities and intelligence related to homeland security and public safety including, but not limited to, Suspicious Activity Reporting (SAR), threat trends, and noted threats from other Federal, state and local sources.  Develop relationships supporting the identification and partnerships with Subject Matter Experts to provide presentations, briefings and trainings to staff and external partners.  Develop and deepen close collaboration with trade and security associations like the FBI InfraGard program through information-sharing and involvement in training and awareness activities.   Serve as a Homeland Security Information Network (HSIN) Coordinator, responsible for training and supporting public and private sector partners in the use of HSIN, a secure web-based platform that allows different organizations to share information and collaborate on security-related issues. Responsible for maintaining relationships with these partners, and ensuring that they are aware of the benefits of using HSIN.

Training and Certification Programs
Develop strategy and plan for implementing position specific certification programs for MCAC and RIC staff, ensuring the functions, accesses, and skills necessary for every role includes training and certification to professionalize staff. Working with MCAC leadership in developing analyst professionalization and certification in accordance with national and international standards. Develop processes and procedures to track staff specialties, accesses, skills, professionalization and education into a MCAC-wide system.  Work with IT staff to develop a Statewide SME knowledge database that includes partners with specialized skills, accesses and abilities that will augment the needs supporting MCAC missions

Education:
Bachelor's degree or higher in sociology, psychology, criminal justice, law enforcement, business/public administration or a closely related field. Master’s degree or higher in intelligence, communications, sociology, psychology, criminal justice, law enforcement, business/public administration or closely related field preferred.

Experience:
Five years in developing, managing or providing training and support of a program of training and /or outreach. Preferred: Seven years of progressive experience in conducting outreach, liaison, training, analysis or reporting that supports training, outreach and staff certifications; two or more years’ experience/or outreach in managing training and outreach programs and trainers/instructional staff for the public safety sector.  Experience in analysis, investigative or law enforcement.

Required Knowledge, Skills and Abilities
•    Knowledge of law enforcement and homeland security issues
•    Knowledge of communication and presentation skills
•    Experience working with law enforcement
•    Ability to use business platforms for presentation purposes
•    Management Experience working with Microsoft Office products (Word, Excel, Access, PowerPoint).
•    Ability to communicate effectively orally and in writing to a wide range and number of audiences.
•    Experience working with federal, state and local law enforcement databases.
•    Ability to work extended hours as necessary.
•    Ability to prepare lesson plans, outreach materials, and other illustrative devices from collected data or visual presentations.
•    Ability to effectively communicate both in oral and written form.
•    Ability to understand and follow directives, instructions, and standard operating procedures.
•    Ability to develop, manage and deliver multiagency virtual and in-person training to up to 500 people regionally in multiple deliveries regarding terrorism, crime, critical infrastructure protection and other homeland security and tradecraft topics using local, regional and international trainers
•    Background in learning management systems management and development and delivery
•    Experience with instructional design
•    Experience in developing and managing multimedia marketing and presentation
