Job Description

The Purchasing Department Head reports to the Associate Director for Finance and Administration and is responsible for managing the day-to-day operations of the Purchasing Department.


Responsibilities:
-Supervise four employees, assist in their training and professional development, and evaluate their performance.
-Ensure the agency complies with State, System and Agency purchasing standards and requirements.
-Process purchase requisitions through to a purchase orders (including request for bid or proposal preparation, evaluation and selection of vendors, and negotiation of terms).
-Assist Agency departments with procurement needs.
-Attend purchasing related meetings and coordinate purchasing activities with other agencies; prepare required reports for other state agencies.
-Oversee HUB Compliance and HUB Program Administration
-Oversee administration of telecommunication services.

-Oversee contracting functions
-Other duties as assigned.


Education and Experience:
Required Education: Bachelors degree or equivalent combination of training and experience. Two (2) years of relevant experience may substitute for one (1) year of education.

Preferred Education: Bachelors degree in Business Administration
Required Experience: Minimum 5 years experience in purchasing.

Preferred Experience: Experience at a Texas A&M University System institution. Prior supervisory experience.


Knowledge, Skills and Abilities:
Required Knowledge: Microsoft Word & Excel.

Preferred Knowledge: FAMIS, State of Texas Procurement Regulations and State of Texas HUB Program.
Required Abilities: Work independently. Multi-task and work cooperatively with others.

Required Skills: Sound judgement, strong analytical skills and strong interpersonal skills.


Registrations, Certifications, and Licenses:
Required: Must possess public manager certification (CTCD or CPM).
