Job Summary
The Office of the Vice President of Finance and Administration Enterprise Project Portfolio Management Office (EPPMO) is seeking a Technical Program Manager. This is a full-time (1.00 FTE), 12-month, professional faculty position.

As a member of the Enterprise Project Portfolio Management Office (EPPMO), the Technical Program Manager (TPM) works within the EPPMO guidance to oversee, plan, implement, and monitor highly complex technical programs and projects, Enterprise-wide projects and initiatives for Oregon State University (OSU). The Technical Program Manager oversees the overall strategy of multiple connected projects, primarily with an Information and integrated technology focus. The Technical Program Manager will specifically support University Information and Technology (UIT) projects that require a high degree of technology expertise, program and project management competency, data analysis experience, and change management.
The Technical Program Manager provides specialized expertise web-based IT architecture and consultation of available technologies to division and university leadership. The Technical Program Manager primarily manages and oversees highly Technical IT projects and committees that support and fulfill the strategic initiatives of the division. The Technical Program Manager leads technical efforts such as cloud migrations, software development, platform implementation, infrastructure upgrades, cybersecurity initiatives, data projects, and system integrations.
The Technical Program Manager leads and oversees development and implementation of complex IT projects to solve problems that may have wide impact, requiring high levels of functional integration and often involving multiple disciplines to be managed. Though the Technical Program will have a primary focus in Technical IT and systems integration program management, they may also manage numerous IT, business, and research/teaching projects simultaneously. The Technical Program Manager is responsible for overseeing, designing, planning, implementing, managing, and measuring / tracking success for strategic, complex projects involving multiple functions, and/or information technologies that serve to enable a variety of business strategies and goals, which can span across the entire University or major portions of it. The strategies and implementations of the program and projects will adhere to EPPMO standards and processes.
The Technical Program Manager provides strategic direction in regard to moving confidential, IT projects and initiatives forward. They provide Technical Program Management and serve as a liaison for executive level leadership and internal and external stakeholders.
The Technical Program Manager will provide consultation and advice to colleagues within EPPMO and across the university based on knowledge of IT platforms and current/emerging technologies. Under the Enterprise PPMO, this position leads and engages in all aspects of program management, which includes full cycle project management and associated best practices.
The Technical Program Manager will be responsible for successful delivery and program management of large-scale, highly complex Technical IT projects in support of the OSU Strategic Plan and the OSU IT Strategic Plan, ensuring use of standardized project management methodologies, processes, and tools.

What You Will Need
  • Bachelor’s degree in Computer Science, Information Technology, Business, or other relevant field
  • Program Management Professional (PgMP) Certification or ability to earn within 2 years of hire.
  • 5+ years’ experience in project or program management
  • 5+ years’ experience working in a lead or senior role related to data, analysis, systems, or project management.
  • 3+ years’ experience leading complex technical IT project(s) (e.g., enterprise-level project).
  • Organizational Change Management experience
  • Extensive experience in data related projects, reporting, and/or BI.
  • In-depth knowledge of project management methodologies (e.g., Agile, Waterfall) and tools
  • Strong analytical and problem-solving skills, with the ability to make data-driven decisions.
  • Experience implementing solutions with significant integration and data mapping needs.
  • Ability to represent executive leadership to develop ideas and communicate strategic intent.
  • Experience serving as the key interface and subject matter expert on behalf of leadership regarding IT projects, committees, and initiatives.
  • Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments.
  • Ability to bring projects to successful completion with political sensitivity and tenacity.
  • Strong written and oral communication skills.
  • Adept at conducting research into project-related issues and products.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • A demonstrable commitment to promoting and enhancing diversity, equity, and inclusion practices.
  • Knowledgeable of delivery of data in operational and strategic environments

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq.
