Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a System Administrator for the Division of Institutional Planning and Operations (IP&O). The System Administrator reports to the Assistant Director of Information Technology and is responsible for installing, configuring and maintaining departmental servers and services, including Windows, Linux and Microsoft SQL servers, as well as Energy Management Systems (EMS), and business-related applications.
Among the key duties of this position are the following:
  • Diagnosing and resolving operating system problems, supporting EMS software applications and providing second level end-user support. 
  • Monitors the health and security of departmental hosts and networks, managing, maintaining and troubleshooting departmental monitoring system, and designing, developing and maintaining Office 365 PowerApps applications with SharePoint and Microsoft SQL database back-end connectors.
  •  Installs, monitors and maintains departmental servers, services and third-party EMS applications ensuring hosts are properly secured and that documentation of standard operating procedures is kept up-to-date. 
  • Responsible for managing and maintaining departmental RDS cluster, BitLocker, and other Microsoft technologies.
  • Responds to outage and security incidents accordingly.
  • Provides on-call support for EMS servers and critical services.

Minimum Education and Experience
  • Bachelor’s degree, preferable in Computer Science, Information Systems or a related field; or an equivalent combination of education and experience. 
  • A minimum of two (2) years of experience as Administrator of Windows Server environments that include Windows Server 2012, 2012 R2, 2016 and Windows 2019.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • SME level of experience managing Microsoft’s AD DS, DNS Server, File and Print Services, DFSR, IIS, Remote Access Server, Remote Desktop Services, BitLocker, AppLocker,  and Windows Server Update Services.
  • Strong PowerShell scripting skills and demonstrable experience building complex PowerApps applications.
  • Experience managing network/application monitoring systems leveraging WMI and SNMP traps. 
  • Strong Microsoft SQL experience; able to create, secure, restore and maintain databases.
  • Capable of troubleshooting common database issues and skilled at optimizing large complicated SQL statements.
  • Excellent analytical and problem solving abilities.
  • Great communication and interpersonal skills, including oral, written and presentation.
  •  Willingness and ability to learn new technologies as needed. 
  • Use of personal vehicle in order to travel for business demands; a valid driver’s license would be required for this position. 
Preferred Qualifications
  • Prefers five (5) years of experience as Administrator of Windows Server environments that include Windows Server 2012, 2012 R2, 2016 and Windows 2019.
  • MCSE 2012 and MCSA: Windows Server 2016 certification preferred 
  • Hands-on experience with Office 365 services such as Power Apps, Power Automate and SharePoint.
  •  Knowledge of SolarWinds’ Orion Platform is preferred, including products such as NPM, SAM and NTM.
  •   Ability to understand complex networks and system architectures.
  • Experience with Center for Internet Security tools (CIS CSAT Pro, and CISCAT Pro). 
Equipment Utilized
  • Energy management applications, HVAC and industrial control systems from various vendors.
Physical Demands and Work Environment
  • The position maintains critical infrastructure services available 24×7; the incumbent would be required to be on-call for problems to be resolved quickly.
  • At times, the incumbent may need to work outside of normal work hours to minimize server maintenance downtime.
