Duties

As a Supervisory Survey Statistician, you will:

  • Manage the development of statistical methods to support survey-based and model-based energy estimates, as well as the analyses of policies and legislation.
  • Develop statistical requirements for energy data programs for the Agency, other government agencies, Congress, and the public.
  • Design statistical methods to support unbiased, efficient measures of energy-related analyses.
  • Manage energy-related models, model testing, and the external availability of models and documentations for review.
  • Maintain statistical methods for data collections in collaboration with other offices and in compliance with laws and agreements.

  • First time supervisors will be required to serve a 1-year probationary period.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.

Qualifications

BASIC REQUIREMENT:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting the education requirement you must also meet the experience requirement below.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting 3 of the 5 following:

  • Serving as a consultant or senior advisor in applying advanced statistical techniques to experimental design, data analysis, sampling, forecasting, quality control, or operations research to resolve novel or obscure problems.
  • Developing or presenting professional papers or reports on statistical studies or surveys.
  • Utilizing advanced statistical methodologies, procedures, or programs for complex statistical analyses and methods.
  • Managing the execution of a variety of complex projects the require technical and authoritative judgment.
  • Overseeing the development of listing and mapping applications, innovative collection methodologies, or procedures for automated or computer-assisted statistical survey operations.

Education cannot be substituted for experience at the GS-15 grade level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
