Orange Coast College (OCC) is seeking an equity-minded, Classified Manager as the Student Programs Project Coordinator within the Student Services Wing.

Summary
Plans, organizes, supervises, and provides technical oversight for specialized projects or activities directly related to campus-wide student success initiatives. Performs research to provide data analytics to achieve project goals, and objectives, and implement solutions. Distinguishing Career Features Under general supervision, the Student Programs Project Coordinator is recognized as a professional-level coordinator with supervisory authority, that supports and participates with administrators in the management of student success programs and initiatives. Advancement to this position is based on need, compliance with the stated qualifications, and a demonstrated ability to manage and perform special project initiatives and functions.
Essential Duties and Responsibilities
Specific duties may vary among departments, divisions, and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
  • Supervises and coordinates projects and activities between various departments, teams, and vendors to ensure the objectives and technology needs of student programs are communicated effectively. 
  • Establishes goals and schedules for projects, including staffing and time requirements for participating end users. Prepares and presents progress reports on a regular basis.
  • Researches, analyzes, and evaluates student-related information and prepares reports on the progress of student programs, projects, technology implementations, enhancements, modifications, and data requirements. 
  • Researches, recommends, prepares, and implements solutions in accordance with student success goals and initiatives. Identifies, documents, and communicates constraints or potential concerns related to the implementation of projects and programs related to Student Success and Equity. 
  • Oversees and coordinates project schedules, including participation in meetings, documentation and distribution of action items, and tracking action items for successful completion. 
  • Serves as a liaison and primary resource to staff concerning the operation of student success technology integration and implementation relating to Admissions and Records, Assessment, Counseling, Financial Aid, and other related offices, as assigned. 
  • Provides technical documentation for enhancing department/division best practices, policies, and procedures. Prepares and presents statistical reports using various report writing sources including, but not limited to, Argos, Operational Data Stores, Data Warehouses, SQL, and Oracle databases. 
  • Serves as a project liaison between Information Technology personnel, end users, and outside vendors to facilitate the development, documentation, testing, implementation, and integration of software applications and data storage systems.  
  • Supervises, arranges for, and provides programming support, technical assistance, and training to end users concerning the tracking and entry of enterprise-level and student information and the use of decision-support software applications. 
  •  Researches, analyzes, and consults with end users, technical staff, managers, and vendors on administering and maintaining program access control for faculty and staff.
  • Develops and maintains technical documentation including user manuals, training materials, installation guides, proposals, and reports. Maintains student success library of documentation which includes, but is not limited to, standards for software applications, manuals, and process and procedural documentation. 
  • Oversees and tests software applications to facilitate integration and implementation, analyze user interaction experience, and provides feedback to vendors and Information Technology staff on user interface issues; recommends policy modifications and application standards. 
  • Identifies and coordinates training needs for student success technology users in the following areas: system usage, hardware, software applications, software upgrades and enhancements, and hardware/software modifications. 
  • Coordinates technology projects with the District-level and campus technology staff. Maintains a calendar of events related to installation, upgrades, implementation, training, and other various activities involving student success technology plans. 
  • Performs other related duties as assigned that support the objective of the position.
  • Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics. 


Qualifications and Physical Demands

Knowledge and Skills 

  • Requires professional-level knowledge of the strategies, techniques, and principles of project management and leadership of staff in a community college or similar environment. 
  • Requires working knowledge of the goals, objectives, and functions set forth for student programs and the information needed to monitor progress toward educational outcomes. 
  • Requires in-depth knowledge of computer software and applications supporting business and student information sufficient to install, modify, test, maintain, and update. 
  • Requires working knowledge of enterprise-level systems, data warehouses, and exchanges that enable data compilation for further analytics. 
  • Requires knowledge of California Education Code and Federal Education Rights and Privacy Act (FERPA) law as it applies to student information. 
  • Requires professional-level knowledge of and skill at using proper English usage, grammar, spelling, and punctuation for reports and communications. 
  • Requires sufficient math skills to administer budgets, and understand reports containing financial and demographic information. 
  • Requires well-developed human relations skills to prepare and make presentations, facilitate group processes, resolve problems and confrontations, and convey technical or policy details to general audiences.

  • Requires the ability to analyze situations and implement the appropriate actions or response. 
  • Requires the ability to effectively write and present professional reports, presentations, and correspondence for a diverse audience including, but not limited to, the Board of Trustees, administrators, faculty, staff, students, elected officials, and the community. 
  • Requires the ability to communicate with a wide range of contacts within and outside the District with tact, professionalism, and courtesy, and in a manner that reflects positively on the department and District. 
  • Requires the ability to work collaboratively with a diverse staff of faculty, administration, staff, and students. 
Physical Abilities
  • The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Education and Experience and demonstrated evidence of D.E.I.A. (Diversity, Equity, Inclusion, Accessibility):   
  • The position typically requires a Bachelor's degree in education or related discipline and two (2) years of experience in project management or business process analytics.
    • An Associate's degree or IT Certification from an accredited institution with six (6) years of direct experience may be accepted. 
  • Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

(In-House Only) This is a temporary contract, full-time, categorical-funded, 12-months  per year, Classified Management position. The work schedule is Monday through Friday from 8:00 a.m. to 5:00 p.m. Flexible schedules and weekends might be necessary to address the needs of programs and job duties.  The effective date of employment will be arranged with the supervisor.  The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee.   
(Salary Schedule:  DG-7)

Pay Philosophy:
