POSITION SUMMARY

The Student Conduct and Community Standards Coordinator serves as the college-wide lead for the implementation of student rights and responsibilities systems and operations, including the student disciplinary process and student grievance and appeals resolution processes.  The position serves as chair of the Chemeketa Care Team, and also plays a key role on the college Threat Assessment Team. Partners with Academic Affairs on issues related to student behavior in the classroom, and with Student Affairs on matters related to student belonging and wellbeing. Fosters student relations that promote respect, integrity and development through the creation and enforcement of equitable and inclusive policies and procedures. Educates the campus community on federal and state regulations, college policies, rights and responsibilities and student conduct resolution processes.

This position is required to provide on-call support.

DUTIES & RESPONSIBILITIES

Community Standards Leadership

  • Provides operational leadership and accountability for administrative procedures, systems and practices related to student rights and responsibilities, including conduct/disciplinary procedures, Care team intervention and support, and resolution of grievances, appeals and complaints
  • Ensures culturally responsive and inclusive operations that serve historically underserved and marginalized communities 
  • Develops, coordinates and delivers faculty and staff trainings and workshops on college processes and systems, classroom management and conflict resolution
  • Develops workshops, orientation sessions, trainings for students and creates displays, posters, marketing materials and web presence resources to ensure a wide awareness of behavioral expectations and processes
  • Coaches students on conflict resolution practices
  • Collaborates to make recommendations and updates to the Student Rights and Responsibilities, Code of Conduct and related policies and procedures
  • Serve on the Diversity Advisory Council
Student Conduct Administration
  • Serves as the primary point of contact for students, staff and third parties with response to college student concern intake
  • Investigates allegations of student misconduct violations, including alleged discrimination and/or harassment
  • Assesses and gathers information from investigations and determine the appropriate route for follow up for either formal or informal resolution; when relevant, coordinate and adjudicate formal hearings to address alleged conduct violations; escalate issues to Executive Dean as needed
  • Determines appropriate sanctions for students found responsible for Code of Conduct violations and track completion of required sanctions
  • Writes various correspondence to students including conduct and sanction letters, and detailed reports regarding investigation outcomes; Provide case management to student cases in Maxient software system
  • Serve as back-up Administrator for the Maxient system
  • Serves as chair of the Care Team, a cross-functional group responsible for case management of student behavior and support resolution
  • Creates and maintains collaborative and productive partnerships across Academic Affairs, Student Affairs, Public Safety, administrative systems and services, and shared governance bodies in order to integrate institutional effectiveness and planning efforts for holistic and effective conduct and complaint support
  • Collaborates closely with leaders in Public Safety regarding student issues, general campus safety and Clery Act reporting, and with the office of Equity and Inclusion in Title IX, discrimination and harassment complaints
  • Monitor student behavioral trends and collaborate with campus and community partners to develop and implement programming, policies and/or initiatives that are responsive to campus and community needs
Compliance
  • Oversees and maintains compliance with student rights and responsibilities, college policies and administrative procedures and practices
  • Remains current on all regulatory and compliance standards related to area of responsibility
  • Analyzes and advises college related to legal, compliance and regulatory interpretation within the area of responsibility
  • Ensure student conduct and organizational conduct meetings are properly administered, aligned with best practices and compliant with college policies, and federal and state laws and mandates
  • Conducts ongoing needs assessment and gap analysis to identify and forecast student and faculty/staff needs; directs modification of practices for continuous process and outcome improvement

Minimum Qualifications

Bachelor’s Degree in Counseling, Education, Social Science, Public Administration or related area
-AND-
Three (3) years progressively responsible experience related to the development, implementation and administration of student conduct, behavioral intervention, student complaint or Title IX processes in a higher education setting including conducting investigations
-AND-
Valid Driver's License

  • Knowledge of applicable local, state, and federal laws, codes, rules and regulations such as the ADA, Clery Act, Campus SaVE Act, VAWA, Title IX, Civil Rights Act, Drug and Alcohol abuse prevention and Oregon’s cultural competency requirements
  • Dedication to learning and staying current with relevant federal and state laws, policies and regulations
  • Ability to work in an environment with frequent disruptions and changes in priorities

Preferred Qualifications
  • Bilingual English/Spanish
  • Master’s degree higher education administration, student affairs
  • Experience working in Maxient software, or similar case management software
  • Knowledge of higher education law including Title IX, VAWA, Clery Act and Campus SaVe

SCHEDULE & MODALITY

Regular remote/hybrid work is not a feature of this position. At the supervisor's discretion, exemptions may be made for special projects or responsibilities requiring periodic needed focus time.

TERMS OF EMPLOYMENT

  • This is a 100%, 12-month exempt assignment of the C2 band and grade
  • This position has a 1-year probationary period
  • All positions at Chemeketa are required to be available for work onsite as requested by the college.
  • Requires flexible work schedule to meet program needs, which may include evenings and/or weekends
  • This position is required to provide on-call support
  • This position may require the use of your personal vehicle for transportation between campus locations
  • Requires the provision of official transcripts upon hire
  • Employees must maintain Oregon, Washington or Idaho residency as a condition of employment.

PHYSICAL REQUIREMENTS 

Sedentary Work:   Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary requirements are met.

PUBLIC SERVICE LOAN FORGIVENESS

Chemeketa Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
