Position Summary Information


Primary Purpose of Organizational Unit
The Energy Services Department consists of five groups: (1) Cogeneration Systems (generates electricity and steam, and the distribution of steam throughout campus and UNC Hospitals); (2) Electric Distribution Systems (distribution of electrical power throughout campus); (3) Chilled Water Systems (producing and distributing chilled water throughout campus); (4) Water, Wastewater and Stormwater (for the use and conservation of water, as well as the proper management of stormwater and runoff); and (5) Administration (provides GIS, SCADA, coordination of operational information technologies, strategic planning, and management functions). Together these five groups provide safe, reliable, environmentally responsible, and cost-effective steam, electricity, chilled water, sanitary sewer, reclaimed water, and potable water utility services to the University’s campus in a manner that moves UNC closer to the goals of Three Zeros Environmental Initiative.
Position Summary
The Stormwater Utility Manager position is responsible for managing the University’s stormwater program and the overall maintenance and operation of the system. Responsibilities include operating and managing the University’s stormwater system, including the traditional pipe conveyance system, the retention and infiltration infrastructure such as infiltration beds and cisterns, and other stormwater control measures (SCMs). This position is the University’s primary adviser for stormwater programs and compliance with the new NPDES Stormwater Discharge Permit. This position is responsible for developing and maintaining long and short-range stormwater plans. This position ensures that stormwater programs and systems meet the needs of all customers and stakeholders and comply with all codes, regulations, and permits. The position works with the Environment, Health and Safety Department, Facilities Planning and Construction, the Facilities Services Division, and the Grounds Department of the Facilities Services Division maintenance staff to provide guidance and ensure tasks are accomplished consistently with long-range plans and codes and regulations and permits.
Minimum Education and Experience Requirements
Engineer Supervisor: Bachelor’s degree in the engineering discipline related to the area of assignment and two years of related engineering experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Architect Supervisor: Bachelor’s degree related to the area of assignment and two years of related experience; or equivalent combination of training and experience. Licensed to practice architecture or landscape architecture by the North Carolina Board of Architecture or the North Carolina Board of Landscape Architects. All degrees must be received from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
This position requires thorough knowledge of civil, mechanical, and chemical engineering concepts applied to assigned work areas. Must have a working understanding of complex water, sewer, and stormwater systems and their requirements. Must have a working knowledge of computer modeling techniques and skills to manipulate mathematical computer models of stormwater systems in quality and quantity. The position requires considerable knowledge of federal and state standards governing the construction, operation, and maintenance of the environmental systems and facilities in the area of stormwater systems. Ability to conduct engineering surveys, review and critique plans and specifications, and prepare technical reports and recommendations. 
The position also requires knowledge and understanding of North Carolina stormwater regulatory requirements, including Town of Chapel Hill prohibitions against increasing volume, rate, or pollutant load of stormwater discharged from the campus and new federal regulations regarding point-source or non-point-source stormwater discharge requiring a broader focus and increased emphasis on stormwater management. The University uses Stormwater Control Measures (SCMs) in addition to the traditional pipe system for stormwater management.
Ability to handle with tact, consistency, and sound judgment the diversity of public contacts demanded in consultative services and enforcement. Ability to communicate effectively in written and oral form. Must have strong supervisory and project management skills, communicate with diverse people and groups effectively, make formal technical presentations to groups, and facilitate decision-making among groups.
Ability to apply mathematical, physical, and engineering sciences to the most complex services or creative work as consultation, investigation, evaluation, planning, and design of engineering projects. Ability to plan methods and resources. Ability to approve design changes. The ability to research, collect, and/or analyze information/data, contributing to engineering decisions. Ability to monitor and ensure projects meet specifications and/or design standards. 
Ability to provide program/project leadership in planning and organizing the work of others. Ability to work collaboratively to manage issues. Ability to evaluate and recommend resource needs. Ability to consult with senior-level decision-makers on an ongoing basis. The ability to supervise staff regarding assigned projects and work assignments. Ability to participate in the development of long-range strategic goals. Ability to build client support of workgroup objectives.
Ability to evaluate and advise on related problems encountered in the field.
Preferred Qualifications, Competencies, and Experience
Bachelor’s degree from a four-year college or university with a major in civil engineering, environmental engineering, or a related engineering curriculum and four years of related engineering experience, including one year in an area related to environmental engineering; or an equivalent combination of education and experience.
Requires licensure as a PE in North Carolina or ability to obtain. Must possess a valid NC driver’s license.

Special Physical/Mental Requirements
The employee must be capable of walking in wooded and hilly natural terrains, climbing ladders, and going into tight, confined spaces such as manholes. Employees may be exposed to dangerous and often unknown substances during a response to emergencies or the inspection of storm drainage system and discovery and correction of illicit discharges. In addition, employees may be exposed to moving machinery while inspecting operating facilities or construction sites. .
Requires licensure as a PE in North Carolina or ability to obtain. Must possess a valid NC driver’s license.
