- About the Department of Conservation and Recreation: The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways. In addition, DCR has conservation programs that enhance and protect natural resources throughout the Commonwealth. DCR’s Bureau of Forestry and Fire Control offers programs, technical assistance, and grants for landowners in Massachusetts for the stewardship of our forests, both rural and urban, to conserve forests, maintain clean air and water, and enhance wildlife habitat for future generations. https://www.mass.gov/orgs/bureau-of-forest-fire-control-and-forestry The Department of Conservation and Recreation seeks qualified applicants for the position of Service Forester (Forester II). General Duties of Service Foresters: The Service Forestry Program provides outreach and education to private landowners and municipalities to aid them in making educated decisions about their woodlots as well as protecting our valuable forest resources through fair and consistent application of environmental regulations. This position will work directly with Service Forestry Program Director, Stewardship Program Coordinator, and other Service Foresters to support a wide range of forestry project needs including Forest Cutting Plan and Ch61 data analysis, both spatial and tabular. Working out of a centralized location this position will work in collaboration with others on a statewide level, include initiatives focused on climate and Forest Stewardship with a focus on, GIS analysis, digitizing, data analysis, interactive web application maps, and integration of various tracking systems. In addition, this position may be called upon to write articles or create material about forestry subject matter for technical and popular audiences, and work with municipalities on forestry related projects. With oversight from the program director, Service Foresters have a high degree of autonomy for their day-to-day field and office work, so must be a self-starter with a high degree of organization and accountability. A Service Forester must be independent worker with forestry field experience, technical forestry skills, knowledge of silviculture, and other natural resources (such as wildlife or forest health), as well as solid computer and communication skills. They must be comfortable working with the general public, members of town boards, loggers and foresters. Applicants for this position must possess, or be able to obtain within 1 year, a valid Massachusetts Forester's License which is a term and condition of employment. https://www.mass.gov/guides/forestry-licensing-in-massachusetts Specific Duties of Service Forester position: The position will include some or all of these specific duties: • Work directly with Program Director and Stewardship Coordinator to implement new • Coordinate the collection, processing, and dissemination of geospatial data for use in the Service Forestry Program. • Set up, collecting, downloading, and post-processing GPS data from a wide range of sources, including ArcGIS Online for use by other Service Foresters in the field. • Coordinate the Stewardship monitoring and the creation of raster maps of Forest Stewardship priority areas for submission to the U.S. Forest Service based on Forest Service and Service Forestry criteria. • Serve as a liaison between the Service Forestry Program and DCR GIS ad IT to maintain and improve upon the functions spatial data collection, support of the Forest Cutting Plan portal system and program databases. • Provide programmatic assistance to forest landowners on forest management programs and activities. • Collaborate with other service foresters, agency personnel, and environmental groups (MassAudubon, New England Forestry Foundation, Massachusetts Woodlands Institute, University of Massachusetts Amherst, Massachusetts Forest Alliance and others) on programs, grants, and other related forestry projects. • Conduct landowner outreach including attending in-person and virtual meetings, compiling mailing lists from a variety of sources including in-house databases. This may include the preparation of cover letters, popular writing for pamphlets, newsletters, cold calls, and web content. • Provide outreach and education to forest landowners, foresters, harvesters, wood processors, municipal officials, environmental organizations, and general public by conducting workshops, individual and group meetings, developing web base material, preparing news releases and articles, and presenting papers and educational programs. • Perform various statewide duties assigned by the Program Supervisor or the Chief Forester such as Ch. 132 Coordinator, Ch. 61 Coordinator, GIS Coordinator, NRCS liaison, Stewardship Committee, leadership in various Working Forest Initiative Programs. • When necessary, Review of Ch132 timber harvest applications for completeness and compliance with statutory and regulatory requirements, conducting interim site visits and final inspections for active timber harvests to ensure regulatory compliance; review Forest Stewardship management plans and proposed management practices for improved bird habitat, forest resilience, and/or forest carbon; conduct field and office review of Ch61 current use forest management plans for silvicultural appropriateness, statutory, and regulatory compliance. • Other Service forestry duties as assigned, including but not limited to office tasks, new initiatives and grant reports. - Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in the field of forest resource management, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in forest resource management may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's or higher degree with a major in forest resource management may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in forest resource management may be substituted for the required experience * *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. Special Requirements: Possession of a current and valid Massachusetts Motor Vehicle Operator's License.
