Duties

  • Supports financial statement and performance audits, evaluations, inspections and investigations by providing a variety of statistical techniques and applying complex and statistical theories and techniques.
  • Uses an array of quantitative methods and determines the appropriate methodology to use.
  • Provides advice and guidance on the appropriate selection and use of statistical sampling and analysis methods.
  • Designs samples, uses survey instruments, and analyses sample results.
  • Performs complex analyses, explaining the results and limitations to the client.
  • Communicates statistical concepts and results in understandable language to a variety of audiences, prepares documentation, and assists in the presentation and defense of results.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting the basic requirement, you must meet the specialized experience described below.

GS12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience includes applying knowledge of probability or sampling theory by designing simple random or complex stratified sample plans, drawing statistical samples and calculating statistical results. Experience and skill may have been gained though work experience or academic training.

GS13: You must have at least 52 weeks of specialized experience at the GS-12 level in the Federal service or at an equivalent level. Experience includes applying knowledge of probability or sampling theory by identifying the sampling requirements, leading the sampling discussions, and designing simple random or complex stratified sample plans, drawing statistical samples and calculating statistical results. Experience and skill may have been gained though work experience or academic training.
