Primary Purpose of Organizational Unit
Since 1966, researchers at the Carolina Population Center have pioneered data collection and research techniques that move population science forward by emphasizing life course approaches, longitudinal surveys, the integration of biological measurement into social surveys, and attention to context and environment. We are also at the forefront of creating interdisciplinary training programs that integrate approaches from the social and biological sciences, building research capacity and training the next generation of scholars. Our faculty fellows address pressing research questions about population dynamics, fertility, health, mortality, migration, and the environment. Faculty come from multiple disciplines, benefitting from the cross-pollination of ideas. Position Summary
The Measure Program in the Carolina Population Center at the University of North Carolina at Chapel Hill evaluates and strengthens health data systems, builds human and institutional capacity in international health monitoring, evaluation, research, and learning (MERL), and manages complex projects across the globe. Data for Impact (D4I) and Global Health Program Evaluation, Analysis, Research and Learning (GH PEARL) are two of the projects managed by Measure Program. These are both funded by the U.S. Agency for International Development (USAID). Both projects facilitate effective generation and use of high-quality data and evidence to strengthen policies and program implementation to improve health and save lives in low- and middle-income countries. D4I and GH PEARL both focus on improving the quality, availability, and timeliness of evidence and data for learning and action and on strengthening local organizational capacity to conduct MERL activities on family planning, reproductive, maternal, neonatal, child and adolescent health and nutrition FP/RMNCHA-N. GH PEARL has additional objectives to develop improved metrics and tools for MERL and to increase evidence use through knowledge management and translation. GH PEARL is driven by three guiding principles centered on localization-expand leadership and funding of local partners, focus on data use, and promote equity.
The Sr Tech Spec, GEDI MERL Advisor will work closely with the Project Director, the TD, Project Deputy Director, Faculty Principal Investigator, partner leads, and senior technical specialists to ensure efficient, high-quality technical work that is responsive to USAID and meets the projects goals and objectives for gender equality plus equity, diversity, and inclusion (G+EDI). In the first year, the GEDI MERL Advisor is anticipated to spend about 70% of their time on GH PEARL and D4I and about 30% of their time on other MERL projects under the Measure Program. It is anticipated that their effort will then transition to about 70% on GH PEARL and 30% on other MERL projects under Measure Program. The position reports to the GH PEARL and D4I Technical Director.
Primary tasks may include:
* Ensure the application of USAID’s Gender Equality and Women’s Empowerment Policy, LGBTQ+ Inclusive Development Policy, ADS 205, and related USG policies and guidance across GH PEARL & D4I.
* Monitor implementation of D4I’s gender plan; revise plan, as needed.
* Monitor implementation of GH PEARL’s G+EDI plan; revise plan, as needed and collaborate with consortium partner POCs regarding the plan as needed.
* Ensure that gender equitable and other G+EDI approaches are incorporated in MERL activity design, management, implementation, and dissemination.
* Develop materials documenting the work of D4I and GH PEARL on G+EDI.
* Lead sensitization and awareness training on G+EDI in MERL for D4I/GH PEARL staff and country research partners.
* Contribute to annual work plans, progress reports, training, and other technical activities and documents to ensure implementation of best practices in G+EDI for MERL.
* Develop tools and methods to be used for MERL on population and health programs in low- and middle-income countries.
* Support capacity strengthening of country-level partners around MERL
* Undertake Collaborate, Learning, and Adaptation (CLA) and MERL activities as part of project teams
* Analysis of survey and other data and drafting summaries of research results to include literature reviews.
* Design, management, and implementation of surveys and studies.
* Other tasks, as needed.
Minimum Education and Experience Requirements
Relevant post-Baccalaureate degree required (or foreign degree equivalent); for candidates demonstrating comparable independent research productivity, will accept a relevant Bachelor’s degree (or foreign degree equivalent) and 3 or more years of relevant experience in substitution. May require terminal degree and licensure.
Required Qualifications, Competencies, and Experience
* Experience in applying G+EDI focus to MERL for population, health and nutrition programs.
* Experience in designing G+EDI policies, strategies, guidelines, and related materials, in MERL.
* Familiarity with policies related to gender gaps, gender-based violence, and USAID gender programs.
* Demonstrated skills in data analysis and report writing for MERL.
* Experience in qualitative and/or quantitative research methods.
* Proven ability to work effectively with funding agencies and national or local administrative or clinical personnel with an emphasis on strong interpersonal and organizational capabilities.
* Ability and interest in working internationally, in low- and middle-income countries, and availability to travel internationally at least 20% time annually.
* Ability to work independently and collaboratively.
* Skilled at interpersonal communications and demonstrates cultural sensitivity.
* Ability to communicate clearly and effectively.
Preferred Qualifications, Competencies, and Experience
* Master’s degree (or higher) in public health, gender studies, development studies or other related fields.
* A minimum of five (5) years of progressively responsible professional experience in G+EDI issues and implementation in MERL, preferably with USAID projects.
* Experience conducting capacity strengthening of country-level partners around MERL
* Minimum of 2 years’ experience in low- and middle-income countries preferred.
* Fluency in a second language (French, Portuguese, Spanish).
* Preferred location in the project’s Chapel Hill office, but remote will be considered.
