The Johns Hopkins Center for Health Security at the Bloomberg School of Public Health works to protect people's health from epidemics and disasters and ensure that communities are resilient to major challenges. We examine how scientific and technological innovations can strengthen health security. We study the policies, organizations, systems, and tools to prevent and respond to outbreaks and public health crises. We advance policies and practice to address a range of challenges, including the global rise in emerging infectious diseases, a continued risk of pandemic flu, major natural disasters, our dependence on vulnerable infrastructure, and the potential for biological threats.


To support our mission, we are seeking a Sr. Grants & Contracts Analyst. This role will manage a diverse portfolio of federal and foundational funds for the faculty of the Center for Health Security. The Senior Grants & Contracts Analyst will oversee pre-award and post-award functions, including proposal preparation, submission, budget development, account maintenance, billing/invoicing, reporting, compliance, and closeout. This position will work independently on grants/contracts ranging from simple to highly complex, providing guidance on protocols, regulations, and guidelines to principal investigators (PIs) and other research professionals.


The Senior Grants & Contracts Analyst will report directly to the Center Administrator and will be an integral part of a close-knit finance team consisting of three full-time staff members and one casual staff member. They will be the primary contact for management of proposal submission to JHU Research Administration and report reconciliation with Sponsored Project Shared Services. The successful candidate is expected to participate and engage and liaise with robust community of financial and sponsored aligned personnel within the Bloomberg School of Public Health and the university through attendance to BSPH Finance webinars and seminars, JHURA Brown Bag Sessions, and agency provided trainings through NCURA. Additionally, the Senior Grants & Contracts Analyst will provide support and learning opportunities to other members of the finance team, as well as provide support to other non-financial programmatic support teams. The Senior Grants & Contracts Analyst will manage a variety of complex grants/contracts, including those from NIH, NSF, DOD, and various foundations and international sponsors. These awards may involve detailed budgets, multiple projects, sub-awards, and higher complexity Foundation grants. The position will also be responsible for expenditure approval, monitoring expenditures for accuracy and alignment with the budget, processing subawards/pass-through subgrants, and ensuring adherence to departmental, divisional, institutional, and sponsor policies.



Specific Duties & Responsibilities

  • Partner with departmental faculty for grant submissions to JHURA and DBO, ensuring timely and accurate submissions.
  • Inform faculty of changes to proposal requirements and direct faculty to resources for required system use, including ORCID, ScienCV, and RPPR.
  • Apply institutional and divisional policies to sponsor guidelines for accurate grant preparation.
  • Review sponsored project proposals for accuracy, content, and adherence to agency and request for proposal guidelines.
  • Prepare proposal budgets for Principal Investigator Review, providing instruction and preparation assistance.
  • Ensure compliance with grant and contract management policies within JHU, including notification and reminders for training noncompliance for conflict of interest and effort certification.
  • Review budgets and related justification for appropriateness and completeness.
  • Serve as liaison between research units, central offices, and funding agencies.
  • Maintain updates and communications related to currently awarded grants and contracts with Principal Investigators and Center leadership.
  • Manage post-award processes, including award setup, account verification, and salary distribution.
  • Ensure post-award responsibilities are completed, including budget distribution, account reconciliation, invoicing, and reporting.
  • Oversee complex award management activities and provide oversight to other employees.
  • Provide information and assistance for contract and grant closeouts.




Special Knowledge, Skills & Abilities

  • Knowledge of accounting and budgeting theory and practices required.
  • Thorough knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices preferred.
  • Ability to make independent judgments and to act on decisions on a daily basis.
  • Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.
  • Thorough knowledge of external Federal guidelines/procedures for grants and contracts, including NIH, NSF, and DOD.
  • Basic understanding and utilization of federal and nonfederal submission of grants and contract proposals.
  • Intermediate Excel skills (use of formulas and pivot tables) required.

Minimum Qualifications
  • Bachelor's degree
  • Four years of related experience in sponsored research and/or financialpositions, preferably in an academic or medical setting.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications
  • Familiarity with JHU Systems - SAP, Fibi, SWiFT, JAWS.
  • Prior experience with Proposal preparation systems: Workspace, ASSIST, Grants Solutions, eRA Commons, ScienCV, Proposal Central.

Starting Salary Range: $62,300 - $109,000 Annually (Commensurate with experience)
