The Business Operations Department at the Rosenstiel School of Marine, Atmospheric and Earth Science has an accepting full time opportunity for a Sr. Budget Analyst. The Senior Budget Analyst prepares research proposals, oversees awards from pre-award set up to post-award and award closeout, to include billing and financial and technical reporting while adhering to University, State and Federal policies.

Duties and responsibilities include:

  • Assist with the adherence to and execution of the proposal’s budget in accordance with Agency standards and University Budget Guidelines and Policies.

  • Prepare and submit required financial reports, minority reports and/or any other report(s) required by the awarding agency throughout the life of the award.

  • Complete and submit research proposals and/or uploads documents as required by each specific sponsor web application and obtains signatures from faculty, Deans, and other required schools or higher approvers for final submission.

  • Identifies, prepares, and submits complex proposals in UM proposal/award system (IBIS), these include (multi-institutional, multi-PI, consortium, large cooperative agreements, technical/task based, industry, foundations) via paper or web applications.

  • Prepare, review, and verify budgets with specific attention to effort and salary, travel, subcontracts, consultants, equipment and indirect costs if applicable. 

  • Prepare budget plan and ensures relevant documentation and budget justification are submitted, and verifies all information is correct in Workday.

  • Maintain salary projection spreadsheet for each faculty, their lab, staff, and students, and advises HR of faculty and staff salary funding issues that might require a lay-off letter.

  • Distribute summaries of accounts and discuss any corrective actions needed on a project. Submit journal or payroll accounting adjustments as needed to correct expenses or salaries on accounts, justification and appropriate documentation must be attached as required.

  • Approve and monitor expense transactions with the approved budget and ensures compliance with general and specific government and agency regulations and University policies.

  • Assist with the development of financial plans, administrative studies, statistics analyses, and incremental cost/benefit analysis; together with faculty, staff, and the Manager of Finance, prepare and periodically update long range financial projections.

  • Assist with the development of annual budgets and quarterly and annual forecasts.

  • Provide assistance and consult with departments in preparing cost and budget analysis and fiscal allocation, as well as developing administrative efficiencies.  Create financial reports, reconciliations, and review irregular and unusual transactions for resolution.

  • Conduct financial and budget planning analyses on accounts; provide analyses to support decision making to faculty and senior management.

Qualifications:

  • A bachelor’s degree in Finance, Accounting, Research Admin or related field and 4 years experience is required. Experience in research administration is preferred. Must possess the ability to work in a complex environment with the skills to manage multiple projects and deadlines, establish priorities, set objectives, and achieve stated goals. The successful candidate must possess excellent written and verbal communication skills and must be proficient in MicroSoft Office products. Hourly Salary Range:

$22.5 - $24.5
