Primary Purpose of Organizational Unit
The Division of Human Resources and Equal Opportunity and Compliance provides the University with a full range of Human Resources, Equal Opportunity, and Title IX programs and services to support the University’s teaching, research, and public service mission. The Office of Human Resources provides the University with a full range of human resources services in support of the University’s teaching, research and public service mission. This includes compensation and classification, benefits and work/life programming, recruitment and staffing, employee relations and dispute resolution, communications and talent development, business analysis and HR information systems, and HR records.
The Employee & Management Relations (E&MR) unit in the Office of Human Resources is responsible for the regulation of relationships between management and employees. The Unit provides consistent, equitable and timely guidance regarding UNC’s policies and procedures to enhance collaboration, foster positive partnerships and cultivate an engaging work environment for all employees, managers and the entire UNC community. 
E&MR offers guidance, advice and case management on a wide range of employee relations topics affecting SHRA (staff) and EHRA Non-Faculty employees. Employee Relations topics include:
 Workplace Investigations- addressing prohibited behaviors
 Performance Consultations
 Managing Complex Leave Cases/Separations due to unavailability
 Disciplinary Actions 
 Conflict/Dispute Resolutions 
 Consultation and Trainings
 Mediations 
 Administrative Leave Programs (adverse weather, pandemic, and administrative absence).
Position Summary
This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.
This position will provide pro-active counseling and will apply advanced knowledge to resolve employee relations concerns, model critical thinking for complex problems and serve as a lead consultant in developing creative solutions for departments, managers and employees in all E&MR related issues and demonstrate a high level of integrity and in-depth knowledge to ensure compliance with university, state and federal laws. This position is expected to demonstrate a high degree of independent decision-making, judgement, accountability and requires significant professional-level employee relations experience. 
This position provides consultation, guidance and advice to employees and all levels of management on a wide-range of employee relations topics affecting SHRA (staff) and EHRA Non-Faculty employees for assigned departments including:
* Progressive disciplinary actions and involuntary separations 
* Mediation and Facilitated Conversations 
* Complex conflict resolution strategies
* Addressing employee conduct issues
* Confronting Leave related issues (i.e., FMLA and Americans 
 with Disabilities Act [ADA]) in partnership with Benefits and 
 Leave Administration and ADA Units
* Absenteeism and work schedule issues
* Administrative leave programs (adverse weather, pandemic, 
 and administrative absence).
* Consultation on complex workplace issues and work 
 environment concerns 
* Investigations into employee misconduct 
* In conjunction with the University’s Equal Employment and 
 Opportunity Office/ADA (EEO), assisting departments with 
 Harassment, discrimination, and disability accommodations 
This position analyzes employee issues and provides guidance based on interpretation of University policies and applicable State and Federal laws. This position is responsible for ensuring employees are given real time advice based on routine, critical, intense, and complex personal and work-related situations. The position is charged with developing, recommending, and facilitating options and strategies in accordance with federal, state and University policies, procedures, statutes, and best practices that demonstrate a thorough assessment/analysis of the situation. 
This Advanced Level Consultant is also expected to have expertise and experience in developing and delivering well-structured presentations for training both internal and external customers. In this regard, this position is expected to be able to create customized training on a variety of employee relations policies and/or topics using relevant platforms. 
Although the primary focus of this position is on E&MR issues related to SHRA and EHRA-NF employees, this position will partner with the University Office of Faculty Affairs regarding similar issues related to Faculty employees.
Minimum Education and Experience Requirements
Bachelor’s degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
The position incumbent must have substantial experience in facilitating resolution of informal and formal disputes between employees and managers. Knowledge of human resources business practices and the ability to provide guidance based on interpretation of University policies and applicable State and Federal laws is required. Requires excellent communication and interpersonal skills as well as analytical and problem-solving skills. Proven experience as a motivated self-starter with the ability to work independently and handle multiple priorities and deadlines simultaneously. The position incumbent must be able to develop and maintain collaborative client relationships and deal effectively with line employees as well as senior managers. This position also requires experience in providing consultation on disciplinary actions, workplace misconduct investigations, strong written communication skills and editing skills.
Preferred Qualifications, Competencies, and Experience
Candidates with 5 or more years of professional-level employee relations experience will be strongly preferred. 
Prior human resources (and ideally employee relations) experience in a public sector and/or higher education setting is preferred, but not a firm requirement. 
Prior experience with North Carolina State Government (e.g., SHRA) personnel policies is desirable, but also not a requirement.
Special Physical/Mental Requirements
Mental acuity and concentration is important for accuracy and handling workload. Ability to move up to 15 pounds on occasion for packing and storing or retrieving of files.
Campus Security Authority Responsibilities

This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
