About the Department
 

The Budget Office provides strategic and operational leadership in financial planning and analysis for the University and is responsible for the development and monitoring of the $2.6 billion operating and nearly $300 million capital budgets. In addition to these core duties, the unit also provides financial analysis on a wide range of business initiatives including student tuition and fees, research performance, and enrollment trends. The Budget Office staff is a high performing team that works seamlessly across all campus Units on complex research, academic, and administrative initiatives in support of the University’s missions.


Job Summary
 

The job manages operating and capital budgets for divisions and/or University-wide administrative units. Helps develop long and short term financial goals, business strategies/plans, and financial forecasts/models for major service programs and initiatives. Manages quarterly and year-end reporting for the operating budget.

Responsibilities

  • Works closely with leadership in the Budget Office and the Office of the Provost to manage and facilitate all aspects of the University’s annual and off-cycle capital budget processes.  This includes managing the process, technology, and associated workflows required to execute the University’s capital planning and budgeting processes.
  • Performs complex financial modeling, research, and ad-hoc analyses to inform capital planning decisions, calculate return on investment and understand the budgeting impacts of capital investments on future financial performance for both the University and campus units.
  • Develops and enhances custom reporting/analyses to inform and optimize capital budget allocation decisions and to optimize the stewardship of the University’s financial resources.
  • When working with cross-campus units and stakeholders, facilitates interdepartmental collaboration and communications, seeks buy-in of relevant parties in developing new initiatives, and promotes actions that serve to align with University and Budget Office strategic goals.
  • Serves as the capital liaison between the Budget Office and other University units, including technology and administrative support teams, to develop capital project budget requests and review submitted request for completeness, accuracy and conformance with established procedures and University policies.
  • Examines past budgets and researches economic and financial developments that affect capital spending, University cash flow, and associated operating impacts.
  • Works closely with University accounting staff in determining the accounting treatment of project related expenses and evaluating capital and operating budget impacts of changes in accounting regulation or University capital accounting policies.
  • Builds and maintains complex financial models using Excel, Hyperion, and other analysis and reporting tools and systems as necessary.
  • Prepares presentations and communications to convey financial and administrative matters to leadership and members of the University community.
  • Develops advanced technique for financial planning and forecasting to support the development of University capital and operating budgets.
  • Works closely with information technology staff to improve budgeting and financial reporting systems and tools.
  • Provides analytical support on special projects as assigned.
  • Works independently to maintain and support the planning and execution of financial strategy.
  • Uses best practices and in-depth financial knowledge to assist in the preparation of annual budgets. Works with minimal guidance to provide analytical support for complex budget projects. Examines past budgets and researches economic and financial developments that affect spending.
  • Reviews estimated expenditures. Develops expenditure projections and periodic budget variance reports. Prepares forecasts as well as analyses.
  • Acts as a resource for team members, solves complex problems. Explains complex and sensitive information.
  • Performs other related work as needed.


Minimum Qualifications
 

Education:

Minimum requirements include a college or university degree in related field.

Experience:

Technical Skills or Knowledge:

  • Excellent computing skills with strong proficiency in Microsoft Excel and PowerPoint, along with knowledge of financial computing and database software applications.
  • Expertise with database software applications, reporting software, and statistical analysis tools.

  • Demonstrated analytical and organizational skills.
