Sr. Business Intelligence Analyst II

The Department of Psychiatry and Behavioral Sciences is seeking an Assistant Administrator – Clinical . This position reports to the Associate Administrator of Psychiatry and is responsible for the management and improvement of specific operations for Psychiatry Community Hospitals, including new program development, improvement of existing research/clinical/administrative programs and processes. Develops departmental goals, policies and procedures. Oversees and stewards’ projects to scheduled completion, implements operational solutions to budgetary issues. Represents the Department on institutional committees.

Specific Duties & Responsibilities

Financial Oversight & Management

  • Provides oversight and management of all financial lines of business (clinical, research, general funds, gift/endowment, discretionary, programmatic, etc.).
  • Coordinates with leadership, resource sharing and monitors for appropriate resource allocation among operational units.
  • Develops fiscal operating roll-up budget for submission to the Department Administration for approval and then to the School of Medicine (SOM) Business Office.
  • Review unit accounts as needed to prepare roll-up budget.
  • Work with unit level administrative and financial staff to assure JHU financial compliance for sponsored and non-sponsored accounts.
  • Reviews expenditures and reconciliation of accounts.
  • Implements systems to provide proper controls, analysis and good business practice, including JHU compliant electronic reconciliation and proactive electronic approval.
  • Reviews or prepares business plans for existing units or potential new business opportunities.
  • Provide, review, and analyze clinical practice finances through the preparation of monthly reports in Cognos.
  • Develops appropriate billing strategies to maximize annual charges.
  • Ensures accurate compliance of faculty billing activity in accordance with institutional guidelines.
  • Monitors personnel funding allocations (eforms).
  • Designs and produces various reports utilizing institutional data to create monthly, quarterly, and annual financial roll-up reports.
  • Responsible for collaborating with financial staff to develop operational and financial objectives.
  • In collaboration with departments financial staff, responsible for developing systematic methods for evaluating the financial impact of programs, special projects, and performance improvement projects in clinical and research areas.

Administrative Responsibilities

  • Monitors, evaluates and implements business practices and procedures to support the day-to-day operational needs of the Department.
  • Develops new administrative policies as needed to ensure smooth operation in the Department.
  • Assists with development of Department's annual operating budget.
  • Provides various monthly, quarterly and annual operational and financial reports for the Chair and Department Administrator.
  • Supervises administrative, managerial and technical staff.
  • Determines and implements solutions to non-routine administrative problems.
  • Responsible for JHH Minor Capital Requests. Acts as an EPIC super user for the department, including access, training, and involving EPIC technical support and EPIC application coordinators as needed to request system solutions.

Human Resources

  • Works with departmental Human Resources to develop staff job descriptions, restructures of job descriptions for staff positions as needed and growth opportunities within the department to provide career paths for employees.
  • With the assistance of departmental Human Resources, determines and implements solutions to HR problems both at the request of staff and/or supervisors and by self-initiated intervention.
  • Orients faculty and staff supervisors to responsible HR management practices and to university HR policies and procedures.
  • Oversees management of payroll operations for the department, including direct involvement in annual and special increases, promotions and recruitments.
  • Oversees training of staff, including procedures to improve efficiency and, as necessary, to reorganize.

Compliance & Regulatory Affairs

  • Oversees and maintains compliance with state, local, and federal regulations, including those related to professional fee billing, hospital billing, emergency management, and laboratory inspections.
  • Ensures specific regulatory requirements are met and maintains a centralized repository of program information that demonstrates compliance.
  • Acts as the point-person in government site visits and audits.
  • Partners with affiliated facilities in areas of access and program development, clinical collaboration and network development.

Revenue Enhancement & Profitability

  • Devises strategies for enhancing revenue and increasing profitability for the Department.
  • Performs continuous analysis directed at identification of areas for revenue improvement and cost-savings.
  • Prepares monthly variance report for professional fee charges and payments.
  • Prepares EPIC open encounter reports to monitor timely closing of encounters by providers.
  • Collaborates with departmental and external contacts to implement savings and enhancement plans.
  • Directs the day-to-day administrative, personnel and financial operations of the department.
  • Oversees all departmental staff, including administrative, financial, academic, research and related support personnel.

Internal Relationship Management

  • Builds strong collaboration with Psychiatry Administrators and Directors to ensure goals are met.
  • Proactively identifies faculty and staff concerns and issues, and partners with Administrators and co-directors for appropriate resolution.
  • Establishes communication channels with staff and faculty to ensure that they receive information on internal and external issues which effect the operations of their assigned areas, as well as provide advice, assistance, information and service that aids them in attaining related objectives.
  • Works with appropriate personnel and/or organizations to ensure that teams and individuals have the clinical, information and organizational tools to serve our patients and customers effectively and efficiently.

Patient Satisfaction

  • Monitors patient satisfaction data and implements projects toward improvement goals.
  • Works with faculty and staff to develop and implement sustainable patient satisfaction improvement initiatives based on monthly feedback.

Supervisory responsibility 

  • Four direct reports, Sr Production Unit Manager, Clinical Operations Manager- Johns Hopkins Howard County Medical Center, Clinical Project Manager, Clinical Nurse Reviewer.

Minimum Qualifications

  • Bachelor's Degree in Business, Finance, Accounting, or another related field required.
  • Requires minimum of seven years progressively responsible professional level administrative and financial experience related to monetary or non-monetary resources of a department, center, or unit, including minimum of 2 years financial management experience.

Preferred Qualifications

  • Supervisory experience strongly preferred. Experience in an academic or medical setting.
  • Master's Degree in a related field may substitute for required experience, to the extent permitted by the JHU equivalency formula.
