Job Description

With limited supervision, provides consultative and administrative services to manage a comprehensive ASU and Arizona University System ADA, benefits, leaves, retirement, and/or workers’ compensation programs and systems.  Under direction of central Benefits Design & Management leadership, assists with coordination of team program management activities plus research, analysis, and implementation of plan and policy changes.

Essential Duties

Actively participates in the functions performed by both Benefits Program Management units to provide consultation, plan administration, and data management for all programs as assigned:  ADA Case Management, Health and Welfare Benefits, Leaves, Retirement Benefits, Voluntary Benefits, and Workers’ Compensation.  Administers Qualified Domestic Relations Orders, Qualified Medical Child Support Orders, and subpoenas.  May coordinate work activities of other benefits staff members. Designs, implements, and evaluates ongoing training, educational, and communication programs designed to increase overall understanding, awareness, and knowledge of the ADA, benefits, leaves, retirement, and workers’ compensation programs on all ASU campuses; conducts but not limited to new-hire orientation, employee presentations, information releases, pre-retirement seminars, and/or leaves management training. Conducts collaborative interaction, communication, and training of other benefits staff members, the HR Employee Service Center, and field HR liaisons to ensure complete understanding of the benefits, leaves, retirement, and/or workers’ compensation provisions and policies. Ensures legal and functional integrity of benefits, leaves, and/or retirement programs.  When necessary to resolve complex, technical questions, ensure compliance, and make recommendations, consults IRS regulations and State statutes, legal, policy, and plan provisions, human resources, government agencies, technical professionals, and competitive employers.  Escalates issues to Benefits leadership to assure legal and functional integrity of benefits, leaves, and/or retirement programs. Conducts analyses and assists with the preparation and implementation of benefits and retirement plan changes and leave policy recommendations; participates in a variety of benefits surveys; researches and implements changes or improvements to benefits, leaves, retirement, and/or workers’ compensation plan administration in response to legislative or judicial changes or market trends. Collects and provides statistical data to leadership; develops and maintains systems to support program and leaves management and to provide performance measures. Updates ASU faculty and staff policies, summary plan descriptions/guides, websites, forms, and procedures (i.e., business process and end-user guides) affecting benefits, retirement, and leaves plan to ensure compliance with State statute and Federal regulations; identifies areas of potential exposure or liability; recommends appropriate action. Audits and ensures compliance; recommends changes in processes, programs, policies, plan documents, and communication in accordance with Federal, State, ASU, and Board of Regents regulations, standards, and requirements. Provides consultative assistance to ASU leadership and related liaisons to provided recommendations and support of benefits, disability, retirement, and leaves initiatives and issues to assist with the development of program management and audit reporting. Actively participates in a collaborative Benefits Operations team (comprised of Benefits Program Management units, the Employee Service Center, and/or other invited HR staff and leadership as needed) and, as appropriate, to ensure consistency and coordination of efforts. Actively participates in annual Open Enrollments and other benefits or retirement plan implementations offered to faculty, classified staff, service and academic professionals, and administrative personnel. Works collaboratively with all Benefits Design and Management teams, other HR units, and ASU departments to ensure consistent and accurate program and data management and communications; develops recommendations in response to identified issues/concerns to streamline processes, enhances systems, and ensures compliance and standardized communications across all campuses; discusses changes and receives approval from Benefit


Minimum Qualifications

Bachelor's degree in Business Administration, Human Resources Management, or related field and five (5) years of progressively responsible accountability for the administration, development, and implementation of ADA, benefits, retirement, and/or leave programs or systems; OR; Master’s degree and three (3) years progressively responsible position; OR, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.


Desired Qualifications

Knowledge of current federal and state laws, statutes, regulations, policies, and directives pertaining to benefits, retirement, and leaves practices and procedures. Knowledge and understanding of the principles, practices, methods and technique of benefits, retirement, and leaves management concepts and theories. Knowledge of the principles, methods, and techniques of continuous process improvement. Knowledge of state of the art and “best practice” operations and programs to increase efficiency and effectiveness through technology solutions. Knowledge of operational requirements and standards of integrated human resource information systems. Skill in computerized human resources management information, customer service management, and third-party vendor systems. Skill in data collection, research, analysis, and development of recommendations and/or alternative solutions. Skill in developing effective written technical and employee communication and/or presentation materials. Ability to utilize effective verbal communication skills, including interpersonal, teambuilding, and presentation skills. Ability to work collaboratively with a variety of stakeholders in and outside the University. Ability to apply knowledge, experience, and critical thinking and problem solving skills to analyze, forecast, and determine solutions to achieve objectives.


Working Environment

Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse; required to stand for varying lengths of time and walk moderate distances to perform work; Occasional bending, reaching, lifting, pushing and pulling up to 25 pounds; Regular activities require ability to quickly change priorities, which may include and/or are subject to resolution of conflicts; Ability to clearly communicate verbally, read, write, see and hear to perform essential functions.
