Facilities Services is a unit within Campus Planning and Facilities Management in the Finance and Administration portfolio. Finance and Administration is a vibrant and varied portfolio serving all aspects of campus life. Our employees perform a wide range of functions including offering essential financial tools and support to the university’s many departments, providing key resources to employees, and keeping campus safe, clean, accessible and beautiful.

Campus Planning and Facilities Management (CPFM) is a vibrant department, which comprises five units, and approximately 270 employees: Facilities Services, Utilities & Energy, Campus Planning, Office of Sustainability, and Design & Construction. The units of CPFM strive to provide excellent customer service to the University of Oregon campus and operate with the highest professional standards, communicating and collaborating with customers to support the stewardship of the campus.

Facilities Services (FS) is responsible for the management of human, financial and material resources, the development and implementation of programs, policies and procedures related to the operation, maintenance, repair and minor renovation of university buildings, grounds and infrastructure systems. These services provide the University of Oregon community with a safe, efficient, reliable, functional and aesthetically pleasing learning environment in support of the University’s mission and vision.

The Solid Waste unit promotes excellence in solid waste management, including recycling/composting and refuse services, and supports the environmental/sustainability education and operational sustainability strategies to the university community while attaining reduction, reuse and recycling goals. The UO Solid Waste Program strives to model excellence in environmental stewardship and to stimulate campus and community sustainable practices.

The Solid Waste Manager has overall authority over the campus solid waste operations program. This position serves to manage, monitor and regulate the collection, transport, and disposal of refuse and recycled waste from The University of Oregon campus. This position requires knowledge of solid waste handling and disposal options, technology, operations for all solid waste, and the application of federal, state, and University regulations and policies regarding waste management, to effectively manage the Facilities Services’ operational aspects of the UO solid waste stream. It also requires knowledge of the principles and practices of state and federal employment law and University of Oregon personnel policies and practices.

The Solid Waste Manager oversees all campus recycling services, accomplished through the Zero Waste Program providing services and opportunities for waste reduction, reuse, recycling, and composting through campus and student engagement and involvement with local, regional and national zero waste programs.

The Solid Waste Manager reports directly to the Associate Director of Environmental Services for Facility Services. Because of the unique nature of recycling, this position also works closely with the Sustainability Department staff as needed. This position works independently and makes daily program management and operational decisions. These decisions include problem-solving, ensuring consistency within the Facilities Services Solid Waste unit, and making staffing and budgetary decisions in support of the Facilities Services Core Principles and Mission.

Actions and decisions are critical in determining the short and long-range waste management goals of the University, and affect the life, health, and safety of staff, students, and the public. Decisions affect the delivery of services to the University, and the position is responsible for ensuring compliance with applicable laws and regulations.

This position is directly responsible for permanent employee recruitment, supervision and evaluation; program management; long range plan development/implementation; development and monitoring of an annual program budget in excess of $1 million; new student staffing and training; development of marketing materials; resource scheduling; vehicle and equipment management; warehouse management; and oversight of composting.

This position hires, trains and directly supervises 5 permanent FTE (3 Equipment Operators or Trades Maintenance Workers, 2 Zero Waste Program Representatives), 25+ student employees, and temporary employees as needed. It engages in daily independent decision-making. The position interacts on a daily basis with the campus community, Facility Services personnel and groups, contractual vendors, industry reps, regulatory, waste management (garbage haulers, Grounds staff, custodians), other government officials, other institutions, building managers, and Design and Construction project managers. Position serves as the program's designated liaison with Campus Planning, Design and Construction and with outside design and architectural consultants. It serves as a program interface with University regulatory, environmental health, occupational safety, and fire safety entities. This position has limited budgeting authority and administrative fiscal oversight conferring with the Associate Director on capital expenses. The incumbent conducts research and provides cost-benefit analyses and recommendations to Facility Services leadership on major purchases and system upgrades including labor, equipment and waste collection.

Operates program vehicles, and performs operational duties including working with diverted materials, barrels, gaylords, and pallet jack. This includes: lifting, sorting, route work, market prep, trouble shoot and repair mechanical issues, operate forklift, cart lifter and other program equipment daily as needed.

It is an essential requirement of this position to qualify for and maintain UO driver certification eligibility, which includes maintaining an Oregon driver's license throughout employment in this position.

• 5 years of progressive, professional experience managing sustainability, solid waste, recycling, and/or composting operations.
• 2 years of experience supervising a crew of at least 3 regular employees or 10 student workers. This supervisory experience can include work as a lead worker, trades coordinator, or equivalent leadership role.

• Supervisory experience in a unionized setting.
• Experience managing solid waste, recycling, and/or composting operations in a higher education setting.
• Demonstrated work experience with administrators and user groups.
• Experience using maintenance management software to track and record labor and materials used for the collection, transportation, and sorting of recycled and landfill materials.
