  • This position has the flexibility of a hybrid remote option that can be discussed further during the interview process.

  • The salary range for position is $51K - $82K. Final salary will be determined based on the applicant's qualifications and experience.

Job Summary:

The Software Application Developer II, under direction, performs complex and specialized software development support functions and creative problem-solving for TTI and its sponsors. TTI’s Mobility Analysis program has led the development of software and web applications to help government agencies measure, monitor, and plan to improve traffic and mobility.

The incumbent in this position will work with project leads to gather and analyze requirements from sponsors and staff, develop software and web applications, and ensure all web functions meet accessibility standards. This position also incorporates responsive web design and technology into all site development. Continued employment in this position is contingent upon availability of funding and satisfactory performance.

Essential Duties:

  • Confers with clients to define application requirements. Identifies programming and output needs. –4%

  • Verifies preliminary design and output and recommends technical and procedural design for new or revised applications including flow charts, system specifications, programming guidelines, and code review. Assists with data architecture design. Participates in the evaluation of software products and programming languages to determine their applicability to a specific system or project. – 5%

  • Designs complex programs, program modifications, or applications. Develops specifications based on input from the customer and creates complex design documents. Reviews, modifies, tests, and writes program code and job control language. – 65%

  • Writes documentation of system procedures and guidelines for application users as well as for programs and program modifications. – 5%

  • Assists with testing of complex programs, program modifications, or applications while ensuring to comply with performance and security standards. – 10%

  • Answers questions and provides technical assistance and training to application users. Resolves problems by reviewing and analyzing software documentation and production outputs to identify causes, solutions, and make appropriate referrals. – 5%

  • Attend sponsor and team project meetings. Assist in creating timelines and writing scopes for project proposals and agreements. Work closely with project coordinator to keep project on deadline and budget. – 5%

  • Other duties as assigned. – 1%

Required Education and Experience:

  • Bachelor’s degree in applicable field or equivalent combination of education and experience (HS diploma + 4 YOE)

  • Three years of related experience. 

Required Knowledge, Skills, and Abilities:

  • Knowledge of word processing and spreadsheet applications.

  • Knowledge of intermediate troubleshooting, client relations, formulating and contributing ideas, and knowledge of the Information Technology Interface Library (ITIL).

  • Ability to multitask and work cooperatively with others.

  • Knowledge of common web development languages (e.g., HTML, Java, PHP, JSP, ASP.Net, Python, AJAX) to build and expand site functionality.

  • Knowledge of project management, mentoring, negotiation skills, open-source software tools, advanced client relations skills, proposal writing, business acumen, persuasive communication, team leadership skills, and quality assurance methodologies.

  • Excellent written communication, analytical, interpersonal, and organizational skills.

Preferred Qualifications:

  • Experience in front-end web development, production, and maintenance.

  • Experience with Vue.js and React.js JavaScript frameworks.

  • Experience with relational databases and queries.

  • Experience with mobile-first/responsive web design.

  • Experience with Laravel PHP framework.

  • Experience with web accessibility standards.

  • Experience with cloud-based hosting providers.
