Position Summary
Oregon State University Extension Service invites applications for a SNAP-Ed Program Coordinator position in the Extension Family and Community Health (FCH) program, affiliated with OSU’s College of Public Health & Human Sciences. This part-time (0.80 FTE), professional faculty position. This professional faculty member works as a member of a regional and statewide team of the Extension FCH/SNAP-Ed program and serves Clackamas County. Decisions regarding this position are in consultation with the supervision team which includes the Program Leader and the Regional Director.

Extension programs in the College of Public Health and Human Sciences align toward a common vision of lifelong health and well-being for individuals, families, and communities. The central purpose of this position is to extend the knowledge and research of OSU to the communities of Oregon in a manner that is responsive to local needs and respectful of local norms and culture. This individual joins a network of campus-and community-based Extension faculty and staff who share this responsibility for community engagement.
Program Mission
The mission of the Extension Family and Community Health (FCH) Program is to build individual assets and environmental supports that promote health and wellness.
The primary focus of this position will be the Supplemental Nutrition Assistance Program – Education (SNAP-Ed), a federally funded nutrition education and obesity prevention program targeting SNAP eligible audiences. SNAP-Ed provides evidence-based interventions including hands-on learner-centered direct education as well as community-based work related to policy, systems, and environmental change.

Purpose of the Position

The Program Coordinator is expected to provide overall leadership to the Extension SNAP-Ed program in Clackamas County, including developing, coordinating and delivering SNAP-Ed programming in Spanish and English. The professional faculty member maintains a robust portfolio of programming related to statewide focus areas of food systems, physical activity, and health leadership, working collaboratively with peer educators and researchers to address regional and statewide issues. The specific areas of programming are determined in conjunction with representatives of local communities.
The SNAP-Ed Program Coordinator is considered to be a member of the team of Extension faculty and staff serving Clackamas County. Collaborative work across disciplines, organizational units, and Extension programs areas is expected.

Position Duties
The SNAP-Ed Program Coordinator embeds the commitment of OSU Extension Service to a collaborative and inclusive community in all interactions and duties performed. This individual will ensure that educational programs and outreach activities serve diverse populations, including those that have been historically marginalized/excluded from participation. Our program objective is to create opportunities for diversity, equity, and inclusion, and these activities will be included in the annual plan of work, impact statements, and summary of accomplishments/achievements.
30% – Nutrition Education and Obesity Prevention Program Delivery — Planning, Preparing, Teaching, and Evaluating
Conversational fluency in Spanish needed to engage Spanish-speaking partners and audiences.
Develop and deliver educational programming (in English and Spanish) for managing food resources, making healthy food choices, and handling food safely to adults, youth and families in a variety of community settings, including classes, workshops, education events, newsletters, displays, and other methods, working with schools, agencies and volunteers. Travel is required to deliver programming throughout the county.
Network, communicate, and collaborate with service providers, Extension faculty, advisory committees, and other partners to assess the educational and community health needs of target audiences and identify suitable programs to address those needs.
Implement strategies/interventions in the school/community environment that support and encourage healthy eating habits and physically active lifestyles, such as implementing the Food Hero campaign strategies.
Participate in school and/or community committees/coalitions to encourage healthy eating habits and physically active lifestyles.
Conduct program surveys and needs assessments to determine the direction and further development of educational programs.
Lead project team to conduct nutrition and physical activity assessments.
Participate in evaluation of program effectiveness.
55% – SNAP-Ed Program Management and Leadership
Develop a plan of work, maintain records, and provide necessary reports and other documentation to appropriate administrators and sponsors, as requested and needed for program effectiveness and continued funding.
Provide leadership for the local nutrition educators in connecting with community partners to facilitate joint programming efforts and enhance recruitment of SNAP-Ed adult and youth audiences.
Develop the annual SNAP-Ed program plan and recruit partners. Work with community partners to identify areas for policy, system, and environmental change that address obesity prevention efforts.
Manage annual SNAP-Ed budget in Clackamas County unit.
Participate as a team member of the county staff, SNAP-Ed unit, statewide Extension FCH program, and the College of Public Health and Human Sciences at OSU.
Maintain knowledge of and utilize existing curricula and program materials, as applicable to local needs.
Maintain proficiency in human nutrition, food safety, and other topics that are directly related to program responsibilities.
Evaluate regularly the teaching success and the impact of programs on participants. Communicate program outcomes with others in the region and state.
Employ a broad range of communication media to reach diverse audiences.
Develop and maintain working partnerships with organizations providing education and services.
Utilize technology as a tool to increase the impact of program delivery on constituents.
Use multiple methods of electronic communication to collaborate both internally and externally as necessary.
Create content for delivery in multiple forms including web sites, publications, video conferencing and other online methods.
Organize and maintain program advisory and management committees to identify program needs, make recommendations, assist in program implementation, and evaluate program effectiveness.
Develop a plan of work addressing educational needs and evaluate the quality and impact of these programs provided to youth and adults as appropriate.
Participate routinely in the evaluation of the quality and impact of educational programming that is provided to youth and adults as appropriate.
When consistent with this position’s funding sources, develop partnerships that enhance educational programming, solicit external funding to support needed programs, and implement fee-based programming and cost-recovery practices for educational programs.
10% Lead Work / Program Supervision
Provide leadership and direct oversight of SNAP-Ed Program Assistants in Clackamas County. Recruit, hire, orient, assign/approve work, and retain diverse staff; conduct annual performance reviews. In addition, this position will:
• Prepare and support nutrition educators and volunteers in understanding and following the appropriate USDA program guidelines.
• Train and support nutrition educators and volunteers on use of state-approved curricula, effective delivery methods, hands-on activities, and program reporting and evaluation practices.
• Train and support nutrition educators on use of record keeping, including assessment records, attendance records, evaluation data, and assessments for state and federal reporting; quarterly success stories —“Stories from the Field;” record of work contacts, and other data/statistical information/records required.
• Regularly monitor nutrition educators’ and volunteers’ teaching caseloads and schedules, and reporting performance to ensure that program outcomes are met.
• Provide support to nutrition educators in setting personal goals relating to job performance.

5% – Service to University and Extension

Participate in professional activities and serve on appropriate boards, councils and committees of the University, the College, Extension, and the community, consistent with the requirements of the position’s funding sources.

Minimum/Required Qualifications
  • Bachelor’s degree in Nutrition, Public Health, Family and Consumer Sciences, Education, or another field directly related to the work of this position. Degree must be completed prior to application date.
  • Strong expertise and interest in delivering community education relating to health promotion and nutrition, garden-enhanced nutrition education, strengthening families, and improving the well-being of limited income populations.
  • Bilingual (English and Spanish). Conversational fluency in Spanish needed to engage Spanish-speaking partners and audiences.
  • Demonstrated ability to build effective collaborations with others including diverse clientele, other agencies, advisory groups, professional peers, classified staff and volunteers.
  • Demonstrated effective communication skills, including ability to effectively use electronic and printed mass media.
  • Demonstrated experience in teaching and program management.
  • Demonstrated experience using multiple forms of electronic communication.
  • Demonstrated ability to adapt to changing technological environment.

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
Preferred (Special) Qualifications
  • Master’s degree with at least one degree in Nutrition, Public Health, Family and Consumer Sciences, Education, or another field directly related to the work of this position.
  • Registered Dietitian Nutritionist (RD/RDN) certification.
  • Previous experience with Extension.
  • Previous experience in a supervisor/leadwork role.
  • Previous experience in teaching and working with economically and culturally diverse audiences.

Working Conditions / Work Schedule
Duties will require travel to various county sites to deliver the programs, and transporting curriculum materials up to 30 lbs.
Flexibility to perform work in a variety of settings and on evenings and weekends.
