Position Summary
Oregon State University Extension Service is seeking a SNAP-Ed African Heritage Program Coordinator for the Extension Family and Community Health (FCH) program. This full-time (1.0 FTE), professional faculty position is based at the OSU Extension Service Office in Portland, Oregon and serves African Heritage populations in Multnomah County. This position is aligned with the Extension Family and Community Health (FCH) program, affiliated with OSU’s College of Public Health & Human Sciences. The Program Coordinator is a member of the Portland team of the SNAP-Ed program. Decisions related to this position are in consultation with the Program Leader and the Regional Director.
Program Mission

Extension programs in the College of Public Health and Human Sciences align toward a common vision of lifelong health and well-being for individuals, families, and communities. The central purpose of this position is to extend the knowledge and research of OSU to the communities of Oregon in a manner that is responsive to local needs and respectful of local norms and culture.
Purpose of the Position

This Program Coordinator addresses health outcomes and health equity, by focusing on community capacity building, policy, systems, environmental change, and safe and secure food systems. This position is part of a team of Extension faculty and staff serving Multnomah County. Collaborative work across disciplines, organizational units, and Extension programs areas is expected.
The position is responsible for delivering and implementing the Supplemental Nutrition Assistance Program Education (SNAP-Ed) outreach/programming efforts in Multnomah County, focusing on providing programming to African Heritage populations in the Portland Metropolitan Area. SNAP-Ed is a federally funded nutrition education and obesity prevention program targeting SNAP eligible audiences. Funding is provided in part by USDA’s Supplemental Nutrition Assistance Program through a contract with Oregon Department of Human Services.
This Program Coordinator provides evidence-based interventions including hands- on learner-centered direct education as well as community-based work related to policy, systems, and environmental change. Programs are designed to explore and invest in culturally relevant practices and strategies that are co-created and co-lead by the target audience to recognize cultural food patterns and traditions from a strength-based approach while promoting healthy eating habits and a physically active lifestyle.
This position will also lead the SNAP-Ed African Heritage work group. The African Heritage work group is part of the Cultural Work Groups Initiative, which currently includes the Latinx, Indigenous Peoples and Pasifika (Pacific Islanders) work groups. These groups are guiding the development of culturally sensitive approaches to support these communities, prioritize their needs, as well as develop culturally appropriate nutrition and physical activity resources. The individual in this position will be responsive to the needs and wants of the African Heritage communities. They will need to prioritize relationship building and contribute to the development of culturally tailored approaches to serve these populations.

Position Duties
The SNAP-Ed African Heritage Program Coordinator embeds the commitment of OSU Extension Service to a collaborative and inclusive community in all interactions and duties performed. This individual ensures that educational programs and outreach activities serve diverse populations, including those that have been historically marginalized/excluded from participation. Our objective is to create opportunities for diversity, equity, and inclusion, and these activities will be included in the annual plan of work, impact statements, and summary of accomplishments/achievements. In addition, this individual contributes to a welcoming and respectful workplace culture.
40% – Teaching Nutrition Education and Obesity Prevention Program Delivery — Planning, Preparing, and Evaluating

Network, communicate, and collaborate with service providers, Extension faculty, advisory committees, and other partners to assess the educational and community health needs of target audiences and identify and deliver suitable educational programming to address those needs.
Develop an annual plan of work addressing educational needs as well as evaluate the quality and impact of educational programs provided to audiences as appropriate.
Develop and administer unit budget, including monitoring expenditures, assessing funding excesses/shortfalls, and forecasting program budget needs.
Maintain knowledge of and utilize existing curricula and program materials, as applicable to local needs.
Create content for delivery in multiple forms including web sites, publications, video conferencing and other online methods.
Maintain proficiency in human nutrition, food safety, public health, and other SNAP-Ed topics that are directly related to program responsibilities.
Work with key partners and SNAP-Ed team to conduct surveys, focus groups, and/or nutrition and physical activity needs assessments to determine the direction and further development of educational programs for underserved SNAP-Ed audiences.
Participate in school and/or community committees/coalitions to encourage healthy eating habits and physically active lifestyles.
Work with key partners to implement culturally appropriate strategies and/or interventions in the school/community environment that support and encourage healthy eating habits and physically active lifestyles.
Duties will require travel to various county sites for partner meetings and/or to deliver the programs and may include transporting materials up to 30 lbs. Active and effective communication with staff and key stakeholders is critical to the success of this position, wireless access may be necessary.
Participate in evaluation of outreach program effectiveness.
Work with community partners to provide training and improve cultural competency of Oregon SNAP-Ed staff.
Prepare and support nutrition community partners in understanding appropriate USDA/SNAP-Ed program guidelines.
Utilize technology as a tool to increase the impact of program delivery on constituents.
Contribute to equity, inclusion, and diversity as part of teaching, educational delivery, advising, Extension, and service.
30% – SNAP-Ed Program Management and Leadership

Develop an annual SNAP-Ed program plan and recruit partners. Work with community partners to identify areas for policy, system, and environmental change that address obesity prevention efforts with underserved audiences.
Develop and maintain working partnerships with organizations providing education and services to underserved audiences.
Develop a plan of work, maintain records, and provide necessary reports and other documentation to appropriate administrators and sponsors, as requested and needed for program effectiveness and continued funding.
Participate as a team member of the county staff, SNAP-Ed unit, statewide Extension program, and the College of Public Health and Human Sciences at OSU.
Regularly evaluate outreach success and the impact of collaborating with partners and stakeholders. Communicate program outcomes with others in the region and state.
Employ a broad range of communication media and technology to reach underserved audiences.
Use multiple methods of electronic communication to collaborate both internally and externally as necessary.
Organize and maintain program advisory or management committees or networks to identify program needs, make recommendations, assist in program implementation, and evaluate program effectiveness.
When consistent with this position’s funding sources, develop partnerships that enhance educational programming, solicit external funding to support needed programs, and implement fee-based programming and cost-recovery practices for educational programs.
Lead Work / Program Supervision:
Provide leadership, support and direct oversight of a SNAP-Ed Program Assistant in Multnomah County, including:
· Train and support nutrition educator on use of culturally appropriate curricula, effective delivery methods, hands-on activities, and program reporting and evaluation practices.
· Train and support nutrition educator on use of record keeping, including formative, process and outcome evaluation data, and other data/statistical information/records required.
· Provide support to nutrition educator in setting personal goals relating to job performance.
20% – African Heritage Work Group Leadership and Community Engagement

Provide leadership for the African Heritage work group, including networking and building relationships with agencies and community partners serving African Heritage populations.
Conduct periodic webinar and/or in-person work group meetings to learn from community members and make sure that the strategies, resources developed, and programming initiatives are culturally relevant and sensitive to their needs.
Maintain a method for updates to community members about the resource development process. Request their feedback and participation as often as needed to ensure their expertise is being accurately represented and compensated in training materials and resources including goals, activities and outcomes.
Provide necessary reports and other documentation to appropriate administrators and stakeholders, as requested and needed for program effectiveness and continued funding.
Communicate program goals, activities and outcomes with other contractors in the region and state. This includes formative, process and outcome evaluations, challenges, successes and impacts.
Build and maintain strong community ties to create trust and opportunities for the co-creation of food and nutrition efforts, which support African Heritage identity and wellbeing.
Identify opportunities for collaboration, in a collective impact model that further the goals of healthy eating and physical activity within the context of strong positive cultural identity.
Support community autonomy, through techniques such as a trauma-informed approach, equity-lenses and power imbalance mitigation.
Build communication in a culturally responsive way to understand the current needs of the community, the strengths of the community and the specific socio-economic factors that impact healthy food access and availability.
Collaborate internally to identify ways to support the African Heritage community’s access to OSU/Extension programs, related to the larger context of socio-economic factors that create structural solutions to healthy food access and wellbeing. Support the equitable access to these resources by supporting a dialogue between the African Heritage community and OSU Extension to understand challenges and identify solutions.
5% – Family and Community Health Program Support

Program support related to regional or statewide FCH programming. The program support will be determined in consultation with the FCH Program Leader, FCH Regional program team, and the applicable Regional Director and will be complementary to those of other Extension faculty in the region or state.
5% – Service to University and Extension

Participate in professional activities and serve on appropriate boards as non-voting members, councils and committees of OSU and the community, consistent with the requirements of the position’s funding sources.
Maintain a professional development plan to improve technical skills, maintain program relevance, and increase program effectiveness.
Promote Oregon State University as a statewide institution of higher learning.
Promote Extension programs locally, statewide, and nationally.
Minimum/Required Qualifications
Bachelor’s Degree in Nutrition, Public Health, Exercise Science, Family and Consumer Sciences, Education, or another field directly related to the work of this position.
Experience with and the ability to collaborate with communities of color and people traditionally underrepresented in local decision-making; facilitate inclusive participation in programs and activities; communicate cross culturally.
Lived and professional experience leading organizational transformation and community initiatives to achieve anti-racism, justice, equity, diversity and inclusion processes and outcomes.
Demonstrated ability to build effective collaborations with others including diverse clientele, other agencies, advisory groups, professional peers, classified staff and volunteers.
Effective communication skills, including ability to effectively use electronic and printed mass media.
Lived and professional experience leveraging diverse communities’ cultural strengths as resources or tools in the planning, development and implementation of programming.

Preferred (Special) Qualifications
Master’s degree with at least one degree in Nutrition, Public Health, Family and Consumer Sciences, Education or another field directly related to the work of this position.
Previous Community Health, Community Food Systems, Agricultural or Culinary Sciences experience (paid or unpaid).
Previous experience supervising staff.
Previous experience in teaching and working with limited income audiences and diverse cultures.
Registered Dietitian Nutritionist (RD/RDN) certification.
Previous experience with Extension.
Working Conditions / Work Schedule
Flexibility to perform work in a variety of settings and on evenings and weekends.
Travel is required.
Ability to transport educational materials up to 30 lbs.
Wireless access may be necessary for active and effective communication with staff and key stakeholders.
