Department Description

Utilities is responsible for providing mission-critical utility services to keep the UC Davis campus running in support of the campus Academic Plan and academic program needs. Utilities provides electricity, chilled water, steam, gas, water, wastewater treatment, and drainage to more than 1,600 buildings, totaling over 12 million gross square feet of campus space. Utilities has 85+ FTE and is responsible for $40+ million budget.



Job Summary

Under general supervision of the Utilities Director, Civil Operations this position is responsible for establishing unit goals and objectives to meet University and Departmental missions and is held accountable for meeting expectations for a diverse set of essential campus infrastructure systems. Understands, interprets, and enforces University policies & procedures. Manages the prioritization and distribution of the units fiscal and physical recourses. Assigns and prioritizes daily assignments and work flow for the unit. Ensures all assigned systems meet and maintain 100% regulatory compliance.

Responsible for the security and accounting of physical assets assigned to the functional areas. Staff oversight and responsibility for personnel actions, including hiring and discipline. Establishes and maintains strong client-focused work teams and develops a cooperative teamwork philosophy to create a working environment that stimulates the development of new services and innovative approaches to improve existing services. Directly oversight of the operation and maintenance of campus water systems, natural gas distribution and campus aquatic facilities.

PHYSICAL DEMANDS

  • Use respirator and wear personal protective clothing and equipment (PPEs). 
  • Climb ladders, on top of machinery and equipment, crawl, stoop, bend and work in tight, cramped areas. 
  • Lift machinery and equipment weighing up to 50 lbs.

WORK ENVIRONMENT

  • This position is subject to Medical Surveillance procedures and review in accordance with Federal and State Laws and Regulations and University Policy.
  • This position may, at times, require the individual to work with or be in areas where hazardous materials and/or infectious diseases are present. Specific hazards include but are not limited to: asbestos, PCB’s radioactive materials, industrial and laboratory chemicals, fuels, solvents, infectious materials and wastes, biological hazards and other materials labeled hazardous.
  • This position is subject to completion of a Pre-Placement Medical Exam provided by Employee Health Services, at no charge to the applicant.
  • This position may be required to work a non-standard work schedule that may include nights, weekends, or alternative schedules such as 80 hours in 8 or 9 shifts instead of 10. Vacation usage by the employee may be restricted during peak workload periods as required to meet the needs of the campus.
  • This position supports critical campus functions operating 24 hours per day, 365 days per year. To assure adequate support of these functions the employee may be required to participate in an on-call program to facilitate timely return of staff to the campus as required to meet critical needs. This on-call program may include requirements for the employee to inform the University how they can be reached during non-working hours, to carry University provided radios, cell phones, pagers or other telecommunications equipment which would facilitate communication between the campus and employee during non-work hours, or to accept rotating on-call responsibility which could periodically restrict the off-campus movements of the employee. If the employee’s non- working hour movements are restricted by the University, employees will be compensated for their On-Call" time according to the established on-call rates. If actually called into work, the employee will be compensated according to the established campus policies. Employees may also be required to return to work after an assigned shift due to business necessity or emergencies. Compensation for “Call-Back” will be in accordance with campus policies.
  • UC Davis is a smoke and tobacco free campus effective January 1, 2014. Smoking, the use of smokeless tobacco products, and the use of unregulated nicotine products (e-cigarettes) will be strictly prohibited on any UC Davis owned or leased property, indoors and outdoors, including parking lots and residential space.

MINIMUM QUALIFICATIONS

Minimum License/Certification:

  • Possession of or ability to obtain Grade 3 Water Distribution Operator and Grade 2 Water Treatment Operator Certificate issued by the California Water Resources Control Board (SWRCB) within 12 months of appointment.
  • Possession of or ability to obtain Back Flow Prevention Assembly Tester Certification.
  • Must possess and maintain a valid CA driver’s license. Position will participate in the DMV’s Pull Notice System.

Minimum Education/Experience:

  • Experience to maintain, service, repair, replace, install and alter equipment and distribution systems, and other campus systems related to craft.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Considerable knowledge of methods, materials and equipment used in construction, maintenance and repair of water distribution, sanitary and storm collection systems, and pump stations; construction project management.
  • Demonstrated skills to effectively manage and supervise personnel including training, directing, assigning and establishing daily job schedules, and setting expectations for skilled and apprentice workers. Skill to motivate employees and maintain good morale.
  • Skill to inspect or perform quality control observation/analysis for projects in progress and upon completion.
  • Analytical skill to understand and interpret technical data and mechanical and structural specifications and blueprints and other documentation for water, sanitary sewer, storm drainage, natural gas and swimming pool systems.
  • Knowledge to ensure all work is performed safely, assuring that safety practices meet Federal, State, Local and University codes and requirements for a safe work environment.
  • Interpersonal, oral and written communications skills to interact effectively with all levels of management, clients, regulators, contractors, craft workers and counterparts.


PREFERRED QUALIFICATIONS

Preferred Knowledge, Skills, and Abilities (KSA):

  • Skill to use variety of test equipment.
  • Math skills sufficient to check routine system operating parameters and perform other calculations (i.e., convert units, calculate volumes, determine chemical feed dose rate, etc.).
  • Computer skills to operate a personal computer and learn the use of software programs for work management; plan, track, manage costs and schedules.
  • Knowledge of building codes regarding installation of domestic water systems, sanitary sewer collection systems, storm drainage systems, natural gas distribution systems and swimming pool systems.
  • Knowledge and skill to safely operate automatic and standard transmission cars, pick- ups, vans and other two-axle trucks and equipment.
  • Knowledge to use and maintain tools and equipment used in the plumbing trade and for operation and maintenance of the utility systems.
  • Customer service skills, which include ability to follow-through on customer requests to resolve problems, answer questions.
  • Skill in organizing complex technical information.
  • Skills to provide clearly written and understandable reports and instructions.
  • Current knowledge of industry codes and regulations pertaining to installation, maintenance, service, repair, alteration of Water, Gas and other Utilities Systems.
