Posting Summary
Rutgers, The State University of New Jersey is seeking a Consulting Application Developer/Lead Application Developer in Enterprise Application Services (EAS) for the Office of Information Technology (OIT). Reporting to the Associate Director of Enterprise Messaging within OIT/EAS, the lead application developer serves as a key technical resource and a lead service administrator for the Enterprise Messaging ServiceNow system. This lead application developer works closely with staff in OIT, EAS and particularly Enterprise Messaging and all stakeholders/departments to understand business needs and applicable policies, to assist with designing, developing, configuring, implementing, managing and maintaining solutions that meet these needs.
Among the key duties of this position are the following:
  • Assists with maintaining the overall service, keeping it stable, usable and reliable, and handling problems as they arise.
  • Handles upgrades and enhancements of the system, monitors the service health and usage, and provides a secure environment.
  • Researches and identifies areas of improvements or expansion in the service that would benefit the University.
  • Provides some level of documentation, report generation and training, as well as having a high level of communications with OIT staff, management, and stakeholders.
  • Acts both independently but also as a member of an AGILE team, assists and instructs other junior team members, and keeps management informed of changes, progress, and blockers.

COVID-19 Immunization Requirement
Under Policy 60.1.35 , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption.  Prospective employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster within two weeks (14 calendar days) of eligibility .  Based on current guidance, individuals are considered fully vaccinated against COVID-19 two weeks after receiving the final dose of any COVID-19 vaccine authorized or approved for use in the United States by the United States Food and Drug Administration (FDA) and recommended by the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC).  Eligibility for a booster against COVID-19 varies and is explained on the University’s web site located at https://coronavirus.rutgers.edu/covid-19-vaccine .  Failure to provide proof of primary vaccination and booster will result in rescission of a prospective employee’s offer of employment and/or disciplinary action up to and including termination.

Qualifications


Minimum Education and Experience
  • A bachelor’s degree or equivalent combination of education and/or experience.
  • Six or more years of relevant work experience.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Skills in service administration and/or development/coding skills needed.
  • Strong skills in problem identification and resolution.
  • Works well independently and in a collaborative team environment.
  • Keeps others clearly informed.
  • Skills in efficiency, organization, excellent decision making, communications, training and documentation.
  • Abilities to translate requirements and specification into successful services, achieving specified timelines and budgets, and making excellent recommendations.
  • Knowledge of ServiceNow, and completion of two or more ServiceNow courses for the main modules such as ITSM, HR, CSM, Portal, FSM, CMDB, ITAM etc.
Preferred Qualifications
  • Knowledge of scripting/coding as needed by a service administrator, including working with 3rd party apps, integration, APIs, web apps, network, protocols, client/server scripting.
  • Previous experience of service administration of ServiceNow or similar service management platforms, using tools or administration consoles would be helpful.
  • The ability to deal with various vendors and their technical staff.
  • Ability to work with local departmental IT staff and help guide them.
  • Ability to work independently or in teams.
  • Effective collaboration skills.
  • Being able to work on multiple changing priorities (multi-tasking).
  • Having experience in working in a University environment.
  • A ServiceNow System Administrator certification, knowledge of cloud computing architectures, enterprise application architecture, IT help desk procedures and integration with external systems.
Equipment Utilized
  • Knowledge of programming languages/scripting for service administration and application development tasks will be helpful as well.
  • This includes knowledge of one or more of the following: JavaScript, Web Services, HTML, MySQL/MariaDB and CSS. Overall IT knowledge should be strong.
Physical Demands and Work Environment
  • Services must be up and running in production 24×7.
  • In case of issues or outages, additional work hours will need to be immediately dedicated to bringing the services back online and functioning properly.
