What You Will Do

The selected candidate will perform as the Division Leader (DL) for the Service Innovation (SI) Division.  As the leader of the SI management team, the DL will be responsible for strategic planning for the division, oversight of I&T initiatives and successful implementation of innovative processes, working with and supporting the SI Group Leaders, developing and maintaining good customer and cross-organizational relationships, and promoting a strong safety, security and ethics culture.

Reporting to the Chief Information Officer (CIO), the SI Division Leader will:


  • Provide leadership and governance for the service organization that provides information technology program management, documents and records management, and budget and portfolio management for a 900+ person Information & Technology (I&T) organization.

  • Develop innovative technical direction (Road Map) for strategic initiatives for I&T and SI that effectively addresses Laboratory goals for programmatic, business and operational excellence.

  • Collaborate with (I&T) leadership to ensure that the SI Division strategy effectively integrates with organizations in the delivery of services to customers.

  • Lead the Division in organizational management, including budgeting, forecasting and financial management, capabilities and talent development, student pipeline, succession planning, personnel and salary management, contractor assurance, and ensuring a safe and secure workplace for the division.

  • Understand mission and operation in order to best serve the Institution with the technology needed to support Laboratory mission and operations

  • Enable collaboration with Federal oversight, Office of the CIO, internal customers, stakeholders and I&T peer organizations to achieve alignment between institutional priorities, policies and allocation of resources.

What You Need

Minimum Job Requirements:


  • Demonstrated leadership characteristics that include personal integrity, teamwork, effective communication, and a commitment to constructive change and business improvement across organizations.



  • Experience leading a large (greater than 100 staff) information technology organization, including but not limited to strategic planning, resource and personnel management, customer and stakeholder relations, and cost effective delivery of IT services.

  • Experience and demonstrated success in promoting and seeking sponsor support and funding for large initiatives, including working with customers, stakeholders, peers and technical staff in defining scope, cost, budget and proposal preparation and presentations to executive management.

  • Experience in managing, planning, developing a budget and putting in the appropriate measures and metrics for an Information and Technology organization.

  • Experience in building a diverse workforce, including career development, coaching, and mentoring.

  • Demonstrated experience in managing the safety and security envelope of a large, distributed organization which will include work-from-home and mandatory onsite work.  

Education/Experience: Position requires a Bachelor’s Degree in Computer Science, Information Systems or related field from an accredited institution and 15 years related experience; or, an equivalent combination of education and experience directly related to the occupation.   

 

Desired Qualifications:


  • Training and certification in information technologies, strategies, and cyber security.

  • Demonstrates skill in the management of handling and distribution of sensitive unclassified information and/or classified information

Location: This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory.  The Telework Pilot is in effect from Oct. 1, 2020 through Sept. 30, 2021, but may be shortened or extended at the manager’s discretion. Ability to report on-site is a must for this position.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

*Eligibility requirements:  To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
