Advertised Job Summary | The Division of Human Resources at the University of South Carolina is seeking an experienced professional to join our team as the Senior Talent Acquisition Consultant within our Office of Talent Acquisition. The incumbent will:

Minimum Qualifications | Bachelor’s degree and 4 years experience in human resources management programs. |
Preferred Qualifications | Master’s degree in human resources or related field. Professional in Human Resources (PHR), Certified Recruiting Specialist (CRS), or Advanced Internet Recruitment Strategies (AIRS) certification. Higher education and/or government experience. PeopleAdmin applicant tracking system experience. |
Knowledge/Skills/Abilities | Considerable knowledge of principles and practices of human resources. Ability to recognize needs and resources and communicate recommended solutions effectively. Excellent verbal and written communications skills with creative problem-solving skills is necessary. |
Job Duties
Job Duty | Develop and maintain community public relations and partnerships with various community agencies, employment agencies, professional organizations/societies, and educational institutions to develop a presence in the community and continuously brand USC as an employer of choice. Align recruitment initiatives with brand strategy and achieve consistency in messaging to create awareness on all recruitment platforms. Attend career fairs and community events to create brand awareness. Establish and maintain relationships with human resources representatives on improving processes and human resources related issues. Establish membership and participate in various human resources industry organizations. May serve on committees and task forces related to recruitment issues. Serve as the liaison between the Office of Talent Acquisition, assigned areas of USC, HR Contacts and Campus HR Representatives. |

Job Duty | Stays abreast of all state and federal laws and regulations regarding employment practices, including equal employment opportunity compliance (EEO) and affirmative action guidelines, such as the Americans with Disabilities Act. Stays abreast of University policies and procedures related to recruitment and hiring practices. Advises hiring managers, search committee chairs, and members on the University’s employment policies, practices and procedures. Monitors EEO data to determine progress toward goal attainment. Develops strategies for hiring managers to assist in reaching diversity goals during the recruitment and hiring process. Increased initiatives that focus on affirmative action goals as well as DEI goals. Conduct interviewing and selection training as well as assist in facilitating search committee training which will become mandatory for all university employees serving on a committee. |

Job Duty | As a result of strategic priority #2, " to cultivate a world class faculty and staff," the employee will have an increased responsibility in assisting and developing a talent pipeline and developing sourcing strategies that will attract top talent to the University. Partner with internal hiring managers to gain a comprehensive understanding of the department’s hiring needs and job requirements. Develop recruitment plans and strategies based on staffing needs to identify top talent and meet the expectations of the hiring managers. Source potential candidates through various methods to include database mining, internet searching, networking with professional organizations and associations, utilizing social media platforms and other effective passive and active recruitment methods. Identify and implement best practices to increase the quality of hire while reducing time to fill and cost. Design, foster, and maintain effective long-term relationships with applicants, potential candidates, the community, and business partners to build a talent pipeline. Consult and counsel internal talent regarding promotional or transfer opportunities within the University as well as assist employees impacted by a reduction in force. Research, collect and analyze a wide variety of complex data using internal and external resources to prepare and submit various reports, such as time to fill, trends in talent availability, hiring practices and recruitment strategies. |
