Overview
The New Jersey Climate Change Resource Center was established by a statute enacted in January 2020 (P.L. 2019, c. 442). Housed at Rutgers, the Center is directed to collaborate with other academic institutions to carry out collaborative outreach, analysis, and research activities that will help New Jersey adapt, mitigate, and prepare for climate change. The statutory mission of the Center is to advance government, public, private and nongovernmental sector efforts to adapt to, and mitigate, a changing climate in the fiscal 2022 year.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Senior Research Specialist for the Edward J. Bloustein School of Planning and Public Policy. The Senior Research Specialist provides support to critical work of the New Jersey Climate Change Resource Center. 
Among the key duties of this position are the following:
  • Responsible for providing expertise in environmental planning and climate resilience, community engagement, working collaboratively with municipalities, counties, non-profit organizations and the faculty and staff of the Bloustein School, the School of Environmental and Biological Sciences, and across the University to ensure the work of the Center is responsive to the State’s needs.
  • Performs both quantitative and qualitative research and data analysis, writes technical reports and journal articles and prepares conference presentations as well as briefings with key constituencies. 
  • Serve as Principal Investigator on complex, multi-year, science and engineering informed, applied research projects for climate resilience planning. This includes leading efforts to integrate data and planning methodology for hazard mitigation planning, and land use planning into Rutgers data visualization and mapping tools, NJADAPT through collaboration with state agencies, and partners throughout Rutgers (Bloustein, School of Arts and Sciences, School of Environmental and Biological Sciences, School of Engineering, Rutgers Climate Institute, etc.).  Liaison with state, federal and local agencies as needed.
  • Manages and directs applied research engagement and training efforts with local officials, stakeholders and community leaders to support engagement efforts related to technical assistance and research related to climate resilience planning.

Minimum Education and Experience
  • Master’s degree in urban planning, public policy, or engineering, landscape architecture or closely   related field, or an equivalent combination of education and/or experience.
  • A minimum of three years of relevant experience. 
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Demonstrated knowledge and understanding of planning principles and practices and/or public policy development; quantitative and qualitative research methods and analysis; article/report preparation and submission; as well as subject matter expertise related to climate change resiliency research and planning.
  • Demonstrated knowledge and experience with public and stakeholder engagement and training.
  • Excellent written and verbal communication skills and computer literacy. 
Preferred Qualifications
  • In-person and online outreach, engagement, and summit/conference planning.
  • Climate resiliency and community planning.
  • Experience and competency with Geographic Information Systems.
  • Engineering training
  • Research, evaluation and policy assessment using quantitative and qualitative research methods and tools (e.g., survey design, focus groups, Stata, R, SPSS, ArcGIS) applied to climate change.
  • Demonstrated technical and non-technical professional writing.
  • Graphic design – Including Adobe Creative Suite – InDesign report development, rendering, illustration etc.
