Department Summary

The Ballmer Institute for Children's Behavioral Health, based in Portland, Oregon, establishes a new national model for behavioral health care by uniting University of Oregon's nationally recognized research programs in education, psychology, prevention science, Oregon public schools and families, and community support groups in the creation and delivery of promotion, prevention, and intervention programs that can be part of the daily lives of children and adolescents. This groundbreaking initiative was announced on March 1, 2022, and made possible by the extraordinary gift of more than $425 million from Connie and Steve Ballmer, co-founders of Ballmer Group Philanthropy. The Institute will serve youth K-12 while prioritizing the needs of children, adolescents, and families who have been persistently and/or historically underserved.


Position Summary

The Senior Research Administrative Manager (RAM) provides vision, support, and leadership on matters related to pre-and post-award administration of sponsored projects, innovation/entrepreneurship administration, and special research project management. This includes activities related to pre-award administration including identification of funding sources, proposal submission, contract negotiation, sub- award issuance, and post-award administration including progress reports, renewals/continuations, extensions, effort reporting and financial administration related to funding provided in the form of gifts, grants, cooperative agreements, and contracts from external/internal funding sources. Additionally, the Senior RAM will build out, test, and implement new workflows, processes, policies, and protocols specifically in either pre-award or post-award for the Ballmer Institute research administration portfolios.

The Senior RAM will ensure all Ballmer Institute sponsored projects are managed in compliance with agency and university requirements, will coordinate and respond to internal and external audits of award-related transactions and reporting, and will manage the development of trainings and orientation on a variety of research administration topics for Ballmer Institute PIs.

The Senior RAM provides leadership for outstanding customer service at all levels of the organization, balancing service with compliance. This position will manage human resources functions for the research unit, including recruitment processes and employee relations. This position will identify goals for future organizational performance and standard operating procedures in research administration and exercise authority for unit policy, procedures, and operational decisions regarding research and innovation administration for the Ballmer Institute.

Additionally, this position will regularly interact with external constituents, administrative colleagues, and faculty. This position will interact with HR, and This position will report directly to the Associate Director of the Ballmer Institute and will be an essential role on a growing team. The position is a crucial element of the research administration structure that is envisioned for academic, research, and innovation enterprise of the Ballmer Institute.


Minimum Requirements

• A Bachelor's degree AND four years of progressively responsible experience in research administration or administration of sponsored programs in an institution of higher education or similar major research institution.
• OR six years of progressively responsible experience in research administration or administration of sponsored programs in an institution of higher education or similar major research institution.
• One year of experience managing pre- or post-award administration for NIH, NSF or DOD grants with knowledge of governmental and granting agency regulations pertaining to grants and contracts.
• One year of experience in developing, editing, and reviewing proposals, budgets, grants, and/or contracts for adherence to state and federal regulations.


Professional Competencies

• Advanced knowledge of and abilities related to interpreting and applying sponsor requirements,
including federal regulations such as uniform guidance, federal cost accounting standards, and other administrative rules.
• Ability to manage multiple priorities with overlapping deadlines and frequent interruptions while maintaining a high level of customer service and professionalism.
• Strong organizational and analytical skills with close attention to detail.
• Demonstrated strong written and oral communication skills.
• Demonstrated ability to work effectively with faculty, staff and students from a variety of diverse backgrounds.


Preferred Qualifications

• Professional certification in research administration (C.R.A.)
• Master’s degree in Research Administration, Business Administration, Management, Public Administration, or a closely-related field.
• One or more years of project management experience related to research or grant administration in higher education, research organizations, or a related environment.
• Experience having supervised one or more professional staff.
• Experience with budget and financial management.
• Experience with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and other software programs including HRIS/FIS platforms/databases, Adobe Acrobat, and Google Docs.
