The Department of Facilities Management and Planning supports the mission of the University of Denver's physical resources in order to provide a healthy and safe educational environment for campus community through services of the departments of Capital Projects and Planning, Facilities Management, Parking & Mobility Services, Auxiliaries & Real Estate, and Business & Operations.

Position Summary

Within the Capital Projects and Planning group and under the management and supervision of the Director of Capital Projects and Planning, and with minimal direction, performs supervision of other project managers as well as a project manager for new construction and/or building renovation projects. Serves as the Facilities Management & Planning Department representing the construction project management team and during design, construction and warranty phases of the projects. Key responsibilities of the position include:

  • Leadership of project management team
  • Construction project management from project inception through close out
  • Oversight of project management process development and updates
  • Management of the group to ensure proper process and project administration is being followed

Essential Functions

In addition to following the University of Denver’s policies and procedures, principal responsibilities include, but are not limited to:

  • Oversees planning, design and construction of capital projects through subordinate project managers. Ensures building projects support applicable policies and practices to achieve specific goals and objectives of the client and complies with the University's standards.
  • Develops reports to track and continually monitor project estimated costs, budgets, actual costs and schedules in coordination with the University Architect, Architect of Record, contractors and Procurement/Finance Department.  Provides budgetary and progress reports to the Director of Capital Projects and Planning, and the Associate Vice Chancellor of Facilities Management and Planning.
  • Convenes, facilitates and/or attends meetings with the project Owners Representative, University Architect, AOR, other consultants and contractors during the progress of the project to ensure user satisfaction, quality control and completion of the project in accordance with approved budget and schedule.
  • Organize and participate in the development of requests for qualifications (RFQ) and request for proposals(RFP): responding to questions during selection process, evaluating RFQ and RFPs, leading pre-proposal meetings and participate in interviews; assisting the recommendation of award.
  • Participates in the selection and hiring of architects, engineers, consultants, and construction managers and coordinates bid solicitations and/or the negotiation process and the award and issuing of contracts.
  • Reviews/prepares and submits contracts in accordance with the University policies and procedures.
  • Prepares, reviews, and approves cost estimates and establishes project schedule and budget and reviews with clients; Establishes milestones and monitors adherence to master plans, budgets, and schedules.
  • Reviews and approves contractor requests for payment; participates in the negotiation of and approval of change orders within the project budget.
  • Reviews design teams (architect, engineers, Construction Manager) activities, including design compliance to client’s program, design phases, progress budgets during design, contractor's schedule, RFI’s, submittals, contingency usage, and punch list; focuses on monitoring project milestones.
  • Determines the need for and coordinates the implementation of required services such as soils testing, surveys, utilities changes or relocations, hazardous material testing and abatement, special inspections and materials testing, demolition, data and telephone and security systems installations, and city department reviews and sign-offs.
  • Obtains required permits, easements, certificates of occupancy and other documents as required from inter-department or outside agencies for assigned projects. This requires coordination with outside agencies such as the City of Denver Department of Public Works, Denver Fire, Denver Water, Colorado Department of Transportation, Colorado Department of Public Health and Environment, RTD.
  • Acts as a liaison among project participants and resolves problems or conflicts, including recommending a range of solutions to disputed issues or contractor claims.
  • Has fiscal responsibility for the budgets that are related to position responsibility areas. These responsibilities include development, forecasting, and monitoring of the budget, expenses and interdepartmental credits. It includes the procurement of supplies, materials, equipment and services.
  • Develops standard project checklists and processes and ensures adherence of ongoing projects compliant with Facilities Management procedures and oversees maintenance of project files in standard project folders.
  • Develops criteria and performance specifications required to meet unique operating requirements and building and safety codes; coordinates the review of project documents.
  • Maintains and distributes project files including plans and specifications, contracts and purchase orders, shop drawings, submittals, progress payments, correspondence, operating manuals and warranty materials.
  • Coordinate work activities with other Facilities Management departments as well as with all of the stakeholders within the campus community, including Facilities, Campus Safety, University Technology Services, Conferencing and Events, Athletics, etc.
  • Promote a work environment that values and reinforces diversity, integrity, excellent customer service, problem-solving, and collaboration.
  • Has supervisory oversight of all personnel related matters as it relates to the Project Management team, including making recommendations regarding hiring and firing decisions, training, development, evaluation and disciplining. Interprets, administers, and enforces work rule, rules of conduct, departmental and University policies, procedures and performance standards.
  • Performs personnel actions including updating subordinate job descriptions, posting job openings, interview prospective applicants, select candidates and negotiations of offer letters.
  • Establishes goals and completes annual evaluation of employees. Holds employees accountable for performance and personal conduct and in necessary directs discipline, probation and separation of employees.
  • Ensures professional development of staff by supporting attendance of seminars, conferences and training opportunities.

Knowledge, Skills and Abilities

  • Ability to read, analyze and interpret plans, construction specifications, building codes and other printed regulations as they apply to the construction industry.  Ability to write reports, project descriptions and scope, and routine business correspondence. Ability to present effectively information, respond to questions and concerns immediately and facilitate satisfactory resolutions to problems.  Must have the self-confidence and assertiveness to present and support conclusions to a variety of groups including high level administrators, architects, engineers, facility staff, and stakeholders.
  • Ability to calculate figures and amounts such as square footage, area, volume and percentages. Ability to apply concepts and analyze data. Knowledge of cost accounting and purchasing methods.
  • Ability to perform complex analysis.  Ability to make decisions using broad judgment.  Ability to mediate and/or resolve disputes or claims.
  • Knowledge of  fundamentals of project management.   Knowledge of estimating methods and the interpretation and editing of technical specifications and construction documents.   Manage internal paper work, and/or systems input to obtain project approvals by internal management teams.  Manage internal systems update to track project scopes, costs and schedule throughout the duration of the project. Monitor project budgets to ensure that they are accurate and the balances are correct.  Ability to organize large quantities of information, to deal with frequently changing priorities, and to understand and apply University and Facilities Management & Planning standards, policies and procedures.  Ability to supervise and coordinate multiple prime and sub-contractors, suppliers, Facilities Management & Planning trades and participants from other University departments.
  • Knowledge of basic construction techniques, systems and materials, building trades, local codes, contract law and administration, and personal computer software applications (word, excel, MS project).  Knowledge of estimating methods and the interpretation and review of technical specifications and construction documents.
  • Knowledge and experience in writing policies and procedures that meet best industry practices.
  • High level of interpersonal and communication (oral and written) skills.  Ability to organize large quantities of information, to deal with frequently changing priorities, and to understand and apply University and Facilities Management Standards, policies, and procedures.
  • Ability to supervise and coordinate multiple prime and subcontractors, suppliers, operations and maintenance trades, and other University stakeholders.

Required Qualifications

  • Bachelor of Science in management, architecture, engineering, construction management, or related field.
  • Ten years of experience in managing construction for capital projects with a construction value in excess of $2M, including additions, alterations, renovations, new construction, and pre-construction experience.
  • Experience supervising other project managers, architects, and construction professionals, or similar.
  • Current, valid licensure as an architect or professional engineer.

Preferred Qualifications

  • Master’s degree in architecture, engineering, construction management or related field
  • Fifteen years of experience in managing construction for capital projects with a construction value in excess of $5M, including additions, alterations, renovations, new construction, and pre-construction experience.
  • LEED AP BD&C certified
  • Experience on a variety of project delivery types and different design and construction contracts: Job Order Contracting (JOC), CMGC, design build, design bid build, integrated project delivery.

Working Environment

While performing the duties of this position, the employee regularly works in either a standard office setting or on a construction site with heavy equipment; can be exposed to outside weather, high places, a high noise level, chemical fumes and dust.  Understanding of security and safety procedures, including use of personal protective equipment (PPE), is required.

Physical Activities

Periodic construction site inspections. While performing the duties of this position, the employee is regularly required to sit, stand and walk, and to visit construction sites which requires stepping over obstacles, climbing ladders, and the ability to balance.  The employee is regularly required to lift and carry objects up to 30 lbs.  The job requires some driving.  Specific vision abilities required by the job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

Monday - Friday, 8:00 a.m. - 4:30 p.m.

Salary Grade Number:
The salary grade for the position is 14.

Salary Range:
The salary range for this position is $105,000 - $115,000
