Description of Work Unit
The Office of Procurement Services provides leadership to Colorado State University in the procurement of goods and services by combining sound business controls with efficient and timely service. Procurement Services assists departments in obtaining the best value for every dollar while complying with applicable University, state and federal purchasing rules and regulations. Procurement Services manages general procurement and strategic sourcing, Kuali Shop Catalogs, Procurement Card (PCard), and the University Supplier Inclusion Program.
Position Summary
The Senior Procurement Specialist procures, and negotiates and manages contracts for the acquisition of goods and services for the Center for Environmental Management of Military Lands (CEMML), agriculture and aircraft, amongst others, in accordance with state, federal and university purchasing and fiscal rules and regulations and to resolve any issues which may arise during the procurement and contracting processes.
Required Job Qualifications
  • Bachelor’s degree;
  • Five (5) years of professional public procurement experience;
  • Substantial experience working with high volume, high dollar transactions;
  • Experience with complex and/or technical procurements;
  • Proficient in Microsoft Office suite;
  • Demonstrated written communication skills.

Demonstrated skills in critical thinking and problem solving;
Demonstrated ability to work independently and under pressure, to manage multiple concurrent tasks and responsibilities, and to deal with changing priorities, while maintaining personal effectiveness;
Demonstrated excellent oral communication skills including excellent writing skills, and listening skills to accurately interpret what others are saying;
Be very detail oriented and have strong organizational and time management skills;
Must be able to meet critical deadlines;
Demonstrated ability to work collaboratively with individuals from a variety of backgrounds and all levels of personnel within the organization, including senior management;
Experience with the Kuali Financial System and Jaggaer (formerly SciQuest);
Experience with strategic sourcing;
Nationally recognized procurement certification such as C.P.M., CPPB, CPPO, NIGP-CPP, CPSM or CPCM;

Job Duty Category Purchasing Source Selection
Duty/Responsibility
This position will purchase goods and services by determining the most appropriate source selection method as established under State of Colorado and Colorado State University purchasing rules and regulations and by applying standard purchasing techniques and principles while operating independently within the prescribed guidelines. This position develops bid specifications by investigating product lines and services and interviewing end-users and potential suppliers. This position determines bid awards by verifying compliance with bid terms, conditions and specifications and by tabulating, analyzing and evaluating all valid bid responses. This position will amend bid awards, formal contracts and purchase orders by negotiating necessary modifications with vendors and end-users.

This position will mediate vendor and end-user disputes by gathering facts, judging information and recommending corrective action. This position develops bid specifications by investigating product lines and services and interviewing end-users and potential suppliers.
