Oak Ridge National Laboratory seeks an experienced energy professional to serve in an exciting role that will help advance clean energy use and energy efficiency for federal government facilities worldwide. You will be working with a small, dedicated team that works closely for and with the U.S. Department of Energy to serve all federal agencies. This team helps the federal government reduce greenhouse gas emissions, become more energy efficient, increase the use of clean, renewable energy, and help American industry in a competitive energy technology world market among other important benefits.

 

Overview:

 

The Integrated Building Deployment and Analysis (IBDA) Group in the Buildings and Transportation Science Division (BTSD) at the Oak Ridge National Laboratory (ORNL) is seeking applicants for a Senior Energy Program Analyst (PA) that provides comprehensive program management support to Department of Energy’s (DOE’s) Federal Energy Management Program (FEMP).   The PA performs program and project level data management and tracking, including outreach and data collection and analysis to support ESPC for federal facilities worldwide. This position augments ORNL's team operating in support of FEMP, which facilitates the federal government's implementation of sound, cost-effective energy management and investment practices to enhance the nation's energy security and environmental stewardship. This position would be a part of ORNL’s team to facilitate and support multi-million-dollar performance contracting projects. The successful applicant will provide technical support and analysis of various aspects of federal energy management for FEMP.

 

The IBDA Group works to optimize the energy performance of commercial, institutional, and residential buildings through applied research, technical assistance, and technology deployment. The team’s comprehensive knowledge of buildings and energy use spans multi-building sites, whole-building systems, system components and building equipment.

 

Job Duties and Responsibilities:

 

  • Program support:
  • Through regular contact with the FEMP performance contracting team, review of program data, and discussions with other stakeholders, track the progress of DOE ESPC IDIQ projects and ENABLE ESPC projects in development and maintain the ESPC Task Order Pipeline spreadsheet.
  • Serve as the primary Point of Contact (POC) for Energy Service Companies (ESCOs) applying to be listed on or recertified for the Qualified List, providing assistance and guidance in the process Advise agencies on FEMP policy and best practices in ESPC and UESC.
  • Conduct preliminary technical reviews of applications to the DOE Qualified List, coordinate the application review process with the Qualifications Review Board, and prepare and send a letter detailing the Board’s decision to the applicant.
  • Coordinate periodic updates to the DOE Qualified List of ESCOs on FEMP’s website.
  • Ensure data quality and consistency within the Pipeline spreadsheet and perform any necessary adjustments or calculations to provide program data from the pipeline report. Provide a monthly Pipeline Report, including a summary of pipeline results and trends.
  • As ESPC contracts are awarded, compile data from the Task Order Schedules to update the DOE ESPC Awarded Projects report, and support publishing the report on FEMPs website.
  • Provide ESPC program management support including data collection, data analysis, and reporting for DOE ESPC projects in development and awarded DOE ESPC Task Orders.
  • Provide analysis of performance contract projects that are in development, prior to award, and provide technical and financial summaries for the congressional notification process.  Analysis will include but is not limited to the estimation of contract termination costs.
  • Additional data collection and analysis as may be required by the program.
  • Analyze program data for presentations and reference documents.

  • Basic Qualifications:
    • Required work experience is 7+ years in federal ESPCs.
    • Bachelor’s degree.
    • Skills in research and analysis
    • Excellent verbal and written communication skills
    • Ability to manage multiple complex projects simultaneously.
    • Demonstrate strong interpersonal and communication skills to support team building, partnering and collaboration.
    • Willing to travel.  Travel is estimated at 1 -2 times per year.
    • This position requires access to technology and information that is subject to export control requirements. Successful candidates must be qualified for such access without an export control license.
