Job Summary

The Dallas College Facilities Management Department supports the facility needs for Dallas College while providing responsible stewardship and efficient operation of the College's physical assets. The Facilities Management Department is responsible for approximately 5,500,000 sq. ft. of physical space and over 1400 acres of land, located across multiple locations in Dallas County. The position of Senior Director of Facilities Management, Energy Management and Sustainability supports that effort through the development, implementation, and management of energy management and sustainability programs, policies, and procedures.

Required Knowledge, Skills, and Abilities

·Knowledge and ability to perform in-depth analysis of commercial building operations to include HVAC, electrical, plumbing, emissions, custodial and landscaping to increase efficiency and reduce energy related costs.

·Ability to read, analyze and interpret building documents, plans, drawings specifications and related state/federal rules and regulations.

·Ability to implement and utilize new technology and best practices to optimize energy usage, sustainability operations, and energy and sustainability tracking and reporting.

·Experience with sustainability initiatives including reduction of greenhouse gas emissions, collecting data for the Sustainability Tracking, Assessment and Rating System (STARS), recycling, carbon footprint reduction, etc.

·Must have a deep understating of energy tariffs, consumption and demand charges, and 4CP events and how to operate buildings to minimize their budget impact.

·Able to develop strong working relationships with team members, key stakeholders, internal and external constituents from diverse backgrounds to meet business needs.

·Must be able to provide guidance and support to employees to improve the value of the organization and create a positive work environment.

·Must have strong organizational and time management skills as well as the ability to prioritize, plan and lead projects as assigned.

·Ability to adapt to changes in work environment, work priorities, organizational and/or customer needs.

·Must have strong analytical, evaluative and objective critical thinking and problem-solving skills, oral and written communication skills, and the ability to work effectively with a wide range of constituencies in a diverse community.

·Experience with procurement methods to include cooperative purchases, formal bids, RFPs and RFQs

·Ability to administer a facilities management, energy, and sustainability budget and establish, as well as monitor, fiscal accountability within areas of responsibility.

·Experience in defining, managing, and procuring energy and utility supply contracts, utilizing best practices and market trend analysis.

Minimum Qualifications

  • Bachelor’s degree or higher plus five (5) years of related work experience. 

  • Certified Energy Manager (Association of Energy Engineers) certification is required. 

  • Official transcripts and evidence of certification are required. 

  • Must have a current and valid Texas driver’s license. 

  • May be required to work hours other than 8:00 am to 5:00 pm, Monday through Friday.

Key Responsibilities

  • Responsible for development and implementation of Energy Management and Sustainability plans, policies, and procedures in alignment with strategic goals.

  • Ensures the highest quality of facilities management efforts across several campuses within Dallas College.

  • Assists in the successful execution of $25M+ annual construction related efforts.

  • Assists in maintaining construction building standards.

  • Assists in developing a 5-year strategic plan.

  • Directs the activities of Energy Management and Sustainability team members.

  • Fosters relationships across Dallas College to ensure customer service and promotes the overall mission of the Facilities Management department.

  • Responsible for energy management and sustainability reporting.

  • Responsible for budget development and execution.

  • Responsible for development, procurement, and management of utilities contracts.

  • Performs building audits and assessments and develops recommendations and projects to advance energy management and sustainability outcomes.

  • Reviews and analyzes data and prepares reports to demonstrate the effect of energy management initiatives, and presents findings to College leadership, Board of Trustees and other stakeholders.

  • Ensures compliance with current and emerging energy and environmental legislation through professional development opportunities.

  • Oversees activities of contractors, vendors and suppliers related to energy system installations, commissioning, and operations.

  • Develops and implements College wide energy management and sustainability related training to ensure adherence to industry standards.

  • Engages and advises operations and academic areas for improvement related to energy management and sustainability.

  • Engages with internal and external stakeholders to advance energy management and sustainability outcomes, including students, faculty, staff, administrators, community members, vendors, and advocacy groups.
