ORGANIZATIONAL SUMMARY:
USF's Office of Administrative Services (OAS) is made up of the dedicated people who keep our campus, the equivalent of a medium-sized city, moving forward. This team delivers essential services across USF's multiple campuses and locations that together total 11 sites, 1,646 acres, 350 buildings, and 12.8 million gross square feet. With responsibilities that include land use and planning, construction and development, maintenance and utilities, custodial and grounds services, parking and the Bull Runner bus system, environmental health and safety, university police, and emergency management; the OAS team has a wide-reaching impact that touches nearly every aspect of the University of South Florida community in support of the university's mission and strategic plan.

On USF's Tampa campus, the OAS team performs a broad scope of services that includes processing and completing over 45,000 work orders annually, providing custodial and maintenance services for 83 buildings totaling 4.5 million square feet, managing over 350 construction and renovation projects each year, providing utilities services for 350 buildings totaling 12.8 million square feet, maintaining 20,500 parking spaces across 93 surface lots and 4 garages, operation and maintenance of a fleet of 26 buses, and performing grounds care of 500 acres of space.

The Planning Department handles campus planning, sustainability, and space management and analysis. The department is responsible for the campus Master Plan, planning graphics, interior design, landscape design, signage and wayfinding, LEED certification and green programs, the Annual Capital Improvement Plan, as well as various special projects.
POSITION SUMMARY:
As a Sr. Director, Campus Planning & Development, you will assume a pivotal role within our division, answering directly to the groups AVP, Campus Planning, Development, and Construction. We are seeking a highly experienced and dynamic professional to lead our Campus Planning & Development team as the Senior Director. This role is pivotal in overseeing the strategic planning, architecture & design, and development of our campus. This position will be responsible for ensuring compliance with state regulations, maintaining high-quality standards in architecture and engineering, and driving innovation in campus planning & development. This position requires a strategic thinker with strong leadership skills, a deep understanding of regulatory compliance, and a proven track record in managing a dynamic department overseeing a wide range of highly impactful and visible activities.
RESPONSIBILITIES:
Provide establish, direct, and maintain campus architecture & development. Including but not limited to: design guidelines, interior standards, land use planning, and regulatory compliance ensuring alignment with organizational vision & goals. Oversee all engineering related aspects of the campus, ensuring mechanical, electrical plumbing, civil, and structural integrity, and sustainability.
Develop and implement design guidelines and standards to maintain a cohesive and maintainable aesthetic across campuses. Lead strategic planning initiatives for long-term campus development, considering future growth, trends, and the surrounding community.
Ensure compliance with all relevant state regulations and reporting requirements. Stay abreast of changes in legislation and adapt campus plans accordingly. Manage real estate transactions and acquisitions to support campus expansion. Collaborate with legal teams to ensure all real estate activities comply with regulations.
Oversee furniture selection and placement to create functional and aesthetically pleasing spaces. Manage campus moves and relocations efficiently. Develop and implement landscape plans to enhance the overall campus environment.
Ensure that all campus facilities and plans adhere to ADA guidelines. Implement measures to enhance accessibility for all members of the campus community. Oversee applicable elements of the university's sustainability plan.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
Bachelor's degree in engineering, architecture, construction management, business administration, or other related field. Minimum of 10 years related exempt experience.
SB 1310 Degree Equivalency: Four years of direct experience for a bachelor's degree.
PREFERRED:
Bachelor's degree and minimum of 10 years related exempt experience
- Experience in a project leadership role for Projects over $30M (today's dollars). Relevant stages: Project Planning, Programming, and Feasibility. Project Design, Approval, & Permitting.
- Experience setting architectural and engineering guidelines.
- Experience managing leaders, establishing departmental objectives, and reporting out to executive leadership.
- Experience leading project committees comprised of Sr. Executives in various roles.
