Senior Contracts Analyst

The Senior Contracts Analyst, under the direction of the Contracts Manager, will be responsible for preparation and negotiation of agreements for a designated constituency.  The types of agreements prepared and negotiated by the Senior Contracts Analyst include, but are not limited to, template agreements, subcontract agreements, non-disclosure agreements, visitor agreements, software licenses, collaborative agreements, vendor agreements, and membership agreements.  The Senior Contracts Analyst in conjunction with a Contracts Officer assists in the negotiation of complex contractual agreements.  The Senior Contracts Analyst will exercise independent judgment to ensure that the contractual agreements are entered into on terms that are acceptable to Carnegie Mellon University. 

Specific responsibilities include:

  • Reviewing document markings for SEI created work product to ensure appropriate markings and licenses prior to distribution of work product in compliance with our contract (Primary Responsibility).

  • Initiating contract process with technical staff and/or sponsor and shepherding agreements though full lifecycle from concept to completion. 

  • Reviewing legal and contractual issues of proposed agreements to revise and negotiate agreements to comply with government and university policies and relevant laws related to sponsored research.

  • Working under supervision of the Contracts Manager and Contracts Officer to negotiate template agreements.

  • Documenting and monitoring the contract negotiation lifecycle.

  • Gathering information necessary for drafting agreements, and communicating with departments regarding requests. 

  • Meeting with technical staff and department personnel to discuss topics related to agreements negotiated.

Required Skills:

  • Experience redlining and negotiating agreements. 

  • Knowledge of issues involved in university research agreements, and ability to resolve issues consistent with university policies and practices. 

  • Thorough and detail oriented; excellent reading comprehension and writing skills; ability to manage time efficiently; demonstrated sound judgment and decision making; familiarity with the FAR/DFARS, university contract terms and conditions, and understanding of applicability of Government regulations to FFRDC relationships.

  • Comprehensive computer skills including Microsoft Office suite.   

Requirements:  

  • Bachelors Degree with 3-5 years of experience dealing with government contracts and university terms and conditions. 

  • You will be subject to a background investigation

  • Applicants for this position must be currently legally authorized to work for CMU in the United States. CMU will not sponsor or take over sponsorship of an employment visa for this opportunity.

Desired Experience:

  • M.B. A. or JD preferred  

  • 3-5 years of relevant experience with the Federal Acquisition Regulation (FAR) and Defense Acquisition Regulation Supplement (DFARS) preferred.
