Position Summary
The Washington University School of Medicine Operations & Facilities Management Department provides a range of services for the medical campus in a customer-focused, efficient, and sustainable manner. Operations & Facilities Management maintains 61 university buildings and provides operational, planning, and construction services to over 8.3 million gross square feet of space. We will open three new facilities between 2023 and 2025 with over 1.5M BGSF. In addition, the School of Medicine continues expanding its reach on and off campus in teaching, clinical care, and research. Our team plays a vital and important role in delivering care, research, and services.
Responsible for physical planning, capital planning, capital renewal project planning, and project management program support (development and planning) for bridges, streets, tunnels, plazas, sidewalks, parking lots, garages, and building structures on the Washington University School of Medicine Campus. Manages projects that cover civil and structural work and serves as the interface to operations and partner projects to ensure a joint plan development.


Job Description

Primary Duties & Responsibilities

  • Serves as primary civil planning leader for WUSM (OFMD) and primary lead for district planning of joint civil and public realm infrastructure with campus institutional partners such as Barnes Jewish Hospital, St. Louis Children’s Hospital, Cortex, and University Health Sciences and Pharmacy for campus civil master and renewal planning. Leads master planning and supporting project meetings and committee meetings. Manages communication, project implementation and feedback with all external parties, including WUSM representatives, outside consultants and contractors.
  • Plans, implements and manages civil engineering projects including, but not limited to bridges, streets, tunnels, plazas, sidewalks, parking lots, garages, and building structures on the WUSM campus focusing on quality, budget, and schedule. Implements departmental policies and guidelines associated with the Project Delivery Process for areas of responsibility. Directs construction supervisors and monitors the progress & construction activities including delivery and use of material, machinery, equipment & vehicles. Develops RFPs, negotiates, and manages contracts with outside vendors. Assists in developing project budgets, cost control strategies, and manages operating funds.
  • Leads a joint campus planning team in the development and management of a 30-year civil plan for the School of Medicine campus. Is responsible for campus and renewal planning with an annual, rolling five-year plan and thirty-year vision. Aligns with all campus projects and planning and this individual plays a critical role in campus and district planning.
  • Leads, manages, prepares and directs preparation and modification of reports, specifications, plans, construction documents, studies, permits, and designs for various projects.
  • Provides consulting and problem-solving support to Facilities Operations on all completed projects under his/her responsibility.
  • Performs other duties as assigned.


Preferred Qualifications

  • Ten years of experience managing and planning civil engineering projects.
  • Bachelor’ of Civil Engineering from an accredited four-year college or university.
  • Experience collaborating with multiple institutions.
  • LEED Accredited Professional (LEED AP).
  • Facilities Management Professional certification (FMP).
  • Registered Professional Engineer in Missouri.
  • Knowledge of City of St. Louis building and zoning codes.
  • Knowledge of MSD requirements.
  • Exceptional integrity, intelligence and maturity.
  • Well-rounded in a complex organizational environment and comfortable operating in a university or academic medical center setting.
  • A proven track record of creative and energetic problem-solving and demonstrated ability to identify and implement innovative approaches to facility management issues/initiatives.
  • A strong leader, team-oriented, comfortable making difficult decisions, following through to completion and applying sound fiscal policy and accountability to the department.
  • Effective work in both individual and team environments.
  • Knowledge of industry-standard computer software such as Word, Excel, PowerPoint, Outlook, AutoCAD, and estimating/project management type software such as PMWeb.
  • Continuous improvement focus, with a solid grasp of basic and advances project management principles, experience in successfully applying these principles.
  • Understanding of business need for each project and makes on-going decisions based on what's best for the organization, even if it means challenging stakeholders on critical success factors.
  • Well-versed in the full spectrum of project management.
  • Strong desire for continuous professional betterment and development and continuous improvement of project delivery services.


Required Qualifications

  • Bachelor's degree in engineering or related field.
  • Six years of related experience.

Salary Range
Base pay is commensurate with experience.

The salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one's qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
