The Seattle Public Utilities (SPU) Drainage and Wastewater (DWW) modeling group consists of engineering professionals focused on the development, maintenance, and application of Hydrologic and Hydraulic (H&H) models in support of SPU DWW planning, design, and operations. The modeling group activities include, but are not limited to, updating and calibrating H&H models, serving as subject matter experts for modeling-related projects and programs, communicating modeling results to decision makers, coordinating joint modeling activities with other drainage and wastewater agencies, and managing consultants performing modeling for SPU DWW. Modeling tools most used by the group are PCSWMM and MIKE URBAN MOUSE, but the ability to understand and use other software is needed. This position will contribute to the continued success of SPU DWW projects and programs by serving as a technical modeling expert, and employing advanced organization, time management, communication, and collaboration skills. This will involve using technical knowledge and experience to efficiently develop, update, calibrate, and run H&H models; clearly communicating modeling principles and concepts to the general public and management; being productive in team environments; coordinating modeling work with and by others; and, managing time and resources to deliver results according to defined scopes, schedules, and budgets. Review completed models for studies, preliminary engineering and design efforts led by other divisions and external agencies. Monitor consultant work to ensure compliance with scopes of work. Oversee and review developed H&H models for technically complex or controversial projects, including pipelines, detention facilities, pump stations, stream improvements, natural drainage systems, flow control facilities, and other civil engineering projects. Develop a modeling specific scope, schedule, and cost estimate for each identified special project. Review calibrated hydraulic computer models of existing and proposed sewer, drainage and stream infrastructure. Lead the coordination with other agencies, consultants, and utilities on external-modeling projects that impact SPU infrastructures. Perform hydrologic/hydraulic calculations for drainage, wastewater and water supply and distribution system network analyses including difficult to complex computer modeling. Compile and present technical information to community, staff, and leadership, as needed. Perform calculations to verify the accuracy of analysis, prepare written corrections sheets and approves revisions to models. Identifies and advises consultants, design professionals, owners, and other parties of areas of non-compliance, and recommend solutions. Perform statistical analysis and recommend solutions for system optimization including preparation of technical reports. Respond to developers/public inquiries about modeling standards and guidelines. Assist and advise other staff with the technically more difficult aspects of modeling. May participate in training other staff in computer modeling. Meet with the public and representatives of other agencies, departments, and community groups to discuss current or proposed projects. Coordinate with staff in other SPU divisions to obtain support services needed for project development and evaluation, including survey, GIS, sampling, flow monitoring, computer modeling, and permitting. AND Bachelor's degree in Civil Engineering or Civil Engineering Technology. OR Combinations of education and/or training and/or experience, which provides an equivalent background required to perform the work of the class. Work Environment/Physical Demands Most work is performed in a normal City work/office environment. Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites. May be required to lift over 50 pounds. May be required to stand, walk, or bend for extended periods of time. May be required to work nights, evenings, weekends, and/or holidays. Overnight travel may be required. License, Certification and Other Requirements Registration as a Professional Engineer in the State of Washington. Current Washington State driver's license or evidence of equivalent mobility. The ideal candidate will have some or all of the following experience: Strong background in hydrologic/hydraulic analysis. Skill in at least three (3) of the following computer modeling software such as EPA’s SWMM5, PCSWMM, MOUSE/MIKE URBAN Plus, InfoWorks, WWHM, MGSFlood, HEC-RAS, SewerGEM, ArcGIS Pro, ArcGIS/ArcInfo interface with modeling software packages.
