Position Summary:


Rutgers, The State University of New Jersey is seeking a Senior Category Analyst for University Procurement Services. In this role, the Senior Category Analyst is responsible for the full life cycle of the procurement process, including independently sourcing products and services across the university in alignment with Rutgers University policies and best practices in strategic sourcing. The Senior Category Analyst, working within the University's sourcing plans, provides excellent customer service and works directly with customers to identify and support procurement needs, independently sourcing products and service identify suppliers, and establish and monitor term contracts.
Among the key duties of this position are the following:
  • Reviews and processes requisitions as per requisition processing manual, with minimal oversight, in a timely fashion and with a high degree (90% of greater) of accuracy
  • Reviews all documentation submitted via requisitions which require procurement department signature. Redline, negotiate, and prepare for signature as per requisition processing manual, with minimal oversight, in a timely fashion and with a high degree (90% or greater) of accuracy.
  • Analyzes use of both University, state, GPO, and cooperative contracts and works with suppliers and customers to identify and investigate sourcing continuous improvement and cost savings opportunities throughout the Procurement function.
  • Assists with implementing strategic sourcing methodology and process for any category and communicates and educates key stakeholders throughout the University system.
  • Collaborates with category subject matter experts for recommendations to develop category sourcing requirements and supplier evaluation criteria.
  • Develops and manages effective relationships with suppliers.
  • Ensures compliance with university guidelines, policies, and procedures.
  • Executes sourcing initiatives by calculating base line spend and savings for category sourcing initiatives.
  • Exercises independent review and approval of requisitions up to $74,999.99 and insures the validity of informal bid process and of sole/single source procurements through market analysis and research.
  • Facilitates the procurement process through the issuance of competitive solicitations, develops clear and accurate scopes of work, and conducts pre-bid and post-bid meetings with suppliers.
  • Identifies opportunities to leverage the University's category historical spend through category sourcing initiatives while maintaining or improving the quality of products and services.
  • Increases goods and services covered by contracts and helps increased contract utilization through policies and incentives, as well as through marketing and customer service strategies.
  • Independently conducts category sourcing to make purchasing easier and more efficient for client base.
  • Negotiates complex and/or critical University-wide, best-priced vendor contracts and drives strategic spending through them. Increases goods and services covered by contracts.

  • Provides policy and procedures updates and assists end users as required.
  • Serves as a mentor and works with the Associate Director or Assistant Director to develop staff in the category area.
  • Serves as a subject matter expert in various categories and is a resource for the university community.
  • Serves as the main point-of-contact for issues related to procurement requests and contracts.
  • Standardizes and manages demand for commonly purchased goods and services.
  • Completes various other tasks and duties as assigned.

Minimum Education and Experience:

  • Bachelor's degree in business administration, purchasing, supply chain management, finance or a related field or an equivalent combination of education and/or experience.
  • 5 years experience in strategic sourcing, procurement, finance or a related field.

City: Newark

State: NJ

Special Conditions:

  • This position requires on-campus presence for a minimum of three days per week.
  • The primary office location will be on the Newark Campus, with the additional requirement of being able to attend meetings at 33 Knightsbridge Road, Piscataway, approximately once a month.
