The Senior Buyer represents the University of Arizona Global Campus ("UAGC") as a Procurement resource working with principal stakeholders, program managers, state agencies, and third-party suppliers. Manages and administers major procurements for UAGC programs and initiatives, and performs professional buyer and procurement duties that are substantially varied and complex. Provides procurement expertise in the sourcing, selection, and acquisition of materials/supplies/services. Ensures compliance with all policies, procedures, and Arizona state regulations that govern purchases made and contracts negotiated/approved. Plays a key role in optimizing procurement processes, achieving cost savings, and supporting the university's operational needs while maintaining high standards of transparency and accountability. This position reports to the AVP, Procurement.

Job Duties:

RF(x) Activities:

Leads the formal and informal competitive bid and proposal processes for UAGC. Reviews expiring contracts and services, and coordinates with principal stakeholder groups to develop requirements, road map strategies and timelines, and drive RF(x) activities across various business units in accordance with University and State requirements.

Contracting:

Generates, coordinates, reviews, negotiates, and monitors university contracts working with principal stakeholders, program managers, financial staff, in conjunction with Contracting and Procurement offices.

Documentation & Compliance:

Files electronic documentation sufficient to support and provide background for current and future department programs, and able to satisfy audit criteria from the University, State, and/or Federal agencies. Creates and maintains ad hoc reporting and analysis.

Reporting and Instruction:

Creates, coordinates with, and maintains comprehensive and regular reporting to the Associate Vice President of UAGC Procurement on contracting activities and issues. Reaches out to departmental personnel to educate in procurement and contracting processes and requirements. Additional duties may be assigned.

Minimum Qualifications:

  • Bachelor's degree or 5 years of equivalent advanced learning attained through professional level experience required.

  • Minimum of 3 years of relevant work experience, or equivalent combination of education and work experience. Must have prior experience specific to state of Arizona and/or higher education public procurement.

  • First-hand familiarity and knowledge of public procurement processes and principals.

  • Ability to communicate effectively with different business groups and staff, from individual contributors to executive leadership personnel.

  • Comfortable creating, organizing, and managing electronic documents in a highly virtual environment, across a variety of platforms (Adobe Sign, SharePoint, Jira, various project management tools, e-procurement systems, and databases, etc).

  • Strong strategic mindset with the ability to perform frequent problem-solving while envisioning possible outcomes.

Rate of Pay:

$55,000 - $70,000
