Security Operations Manager

Lawrence Berkeley National Lab’s (LBNL ) Security and Emergency Service Division has an opening for a Security Operations Manager to join the team.

In this exciting role, you will be responsible for managing the day-to-day operations of the LBNL Security Officer (Protective Force) contract, ensuring the effective execution and adherence to of security officer policies and procedures, managing and executing the performance testing program, working with Protective Force Training Manager to deliver and execute training requirements, guiding and directing initial incident response and completion of all reporting requirements, and coordinating operational requirements with the security contractor leadership team. Additionally, the incumbent will also be responsible for investigating security incidents and planning small to large scale exercises and drills. Reporting to the Senior Security Operations Manager, the incumbent will also provide expertise in a variety of security disciplines, advise management on protection strategies in the field, support the execution of the Protective Force security contract, coordinate exercise and incident response with University of California Police Department, and support incident response and incident management with LBNL Emergency Management team.

 

What You Will Do:

Work collaboratively with the Protective Force contractor leadership team to analyze, plan, schedule, and coordinate the implementation of the Safeguards and Security Program and all Protective Force elements relevant to LBNL. Resolves operational problems or issues in the field, adjudicates complaints and works with customers to find resolutions, and elevates matters to the Senior Security Operations Manager for attention when appropriate. Follows processes and operational policies in selecting methods and techniques for obtaining solutions. The incumbent exercises judgment to coordinate the day-to-day operations of the security programs, develops and executes performance tests and other protective force related projects within defined DOE and LBNL organizational and departmental procedures and practices.  

 

Security Program Management

  • Security Operations: Maintains a broad knowledge of security functional areas in order to provide technical and operations guidance to management. Stays abreast of security activities, trends, and developments to ensure the Lab continually adjusts its security posture to reflect changing threat potentials. Manages security incidents at the appropriate level and elevates concerns to the Senior Security Operations Manager as needed for management response and coordination. Implements and enforces security policies and works collaboratively with PF Training and Program Specialist to develop procedural guidance for Protective Force personnel.  Develops, maintains and implements security operation plans, procedures, job aids, and conducts team briefings ensure Laboratory compliance with the DOE Orders, Site Security Plan, and LBNL mission requirements.
  • Coordination and Support: Participate in security-related peer reviews, conferences, or workshops as required. Provide technical and operational assistance and support to the Insider Threat, Physical Security, Personnel Security and Security Awareness programs as required. Serves as the primary management liaison to Laboratory staff with regard to Protective Force issues and concerns (e.g., traffic, parking, gate access, investigations, etc.).
  • Records and Administration:  Ensures compliance with DOE requirements regarding document retention, personnel records, assessments, training, drills, and exercises. Manages these records (physical and digital) in compliance with DOE retention requirements.  

Investigations 

  • Providing support to the LBNL Security Inquiry Official, the incumbent will be responsible for supporting inquiries and analyzing loss control of all accidents and security related incidents and preparing all applicable documentation and reports in accordance with legal requirements and Lab policies. 
  • Support the Incidents of Security Concern program and assists with security or traffic related investigations and inquiries as needed.    

Emergency Management

  • The incumbent will be required to work extended hours and days as a member of the Emergency Response Organization (ERO) when activated.

Performance Testing Program

  • Develop Performance Testing Plans: The incumbent will develop protective force performance testing plans that meet all DOE 473.3A performance testing and frequency requirements. 
  • Execute Performance Testing plans: Fully execute all required performance tests, develop a reporting matrix, institute an after-action review process and conduct after-action reviews, coordinate and schedule all role players, and develop KPI’s and performance briefing templates. 

Self-Assessments

  • Security Operations Self-Assessments: Independently plan and develop security self-assessment tools, procedures and metrics. Conduct security self-assessments in preparation for DOE security surveys that include all applicable Safeguards and Security (S&S) program elements. The self-assessment process includes three phases; (1) self-assessment planning and coordination; (2) conduct the self-assessment; and (3) post assessments activities, including data validation, data analysis, document preparation and reporting, and preparing corrective action plans as applicable. Tracks and trends performance through the use of metrics. Additionally, the incumbent provides peer review support to comparable functional areas at other national laboratories.

Internal/External Audits

  • Utilizing broad knowledge of the organizational requirements, the incumbent is responsible for supporting Laboratory responses to internal and external audits, surveys, as well as any investigations and after-action reports or corrective actions resulting from these or any security-related incidents.
  • Internal audits:  Provide subject matter expertise to internal audits performed by the UC or Lab Office of Assurance or other duly-constituted audit teams. Participate in the Technical Assurance, Issue Management, Performance Assurance, and Quality Assurance Programs as required.
  • External audits:  Provide subject matter expertise in support of all external audits that include DOE security surveys, independent oversight inspections, and Inspector General (IG). Serves as the lead in areas of physical security and protective force. 

 

What is Required:

  • A minimum of five years of experience at this level or an equivalent combination of education and experience.
  • Experience supervising and managing security staff and/or overseeing security contract personnel including, training, testing, and performance management. 
  • Demonstrated knowledge of basic investigatory processes and experience with conducting investigations. 
  • Demonstrated ability to utilize sound judgment in providing oversight for programmatic responsibilities and applying policy and perspective to dynamic operational situations. The incumbent works under limited delegated authority for independently planning, scheduling, coordinating, executing, and monitoring the effectiveness of LBNL security programs, particularly for protective force operations.
  • Broad knowledge of operations required to analyze and solve complex and diverse problems that cross-cut several major functional areas. Ability to define issues or conditions where a number of project efforts must be coordinated and integrated, resolve critical problems, and develop new approaches and techniques
  • Ability to successfully interact with both internal and external personnel and mid- to senior-level management. 
  • Ability to interact diplomatically with a wide range of scientific, management, administrative and HR staff, and international researchers.
  • Proven ability working collaboratively to gain cooperation from the various parties involved in order to successfully pursue security objectives; and to persuade officials to accept results that may also have significant operational, financial, and implications on the organizations involved and personnel assigned.
  • Proven organizational skills to independently establish priorities and ensure completion of a wide range of projects in a timely manner.
  • Broad knowledge of general security principles and practices with expertise in security officer operations.
  • Familiarity with After Action Reports, Corrective Action Plans, and Corrective Action Tracking System.
  • Demonstrated skill in writing communications to various audiences, and administrative documents and reports that are concise, logical, and grammatically correct; excellent technical and curriculum writing skills.
  • Demonstrated computer skills in Microsoft Office Suite and Google applications.
  • Ability to multi-task in a fast-paced environment with multiple milestones and a variety of distractions.
  • Must be able to sit and perform computer-related functions for up to 6.5 hours per day.
  • May work extended hours in the outdoors during events.
  • The work is not primarily sedentary. Walking/standing will occur in the course of a normal workday in connection with overseeing security operations and travel to and attendance at meetings and conferences on site or away from the work site.  
  • In the performance of field inspections and evaluations the incumbent may be required to use protective clothing or gear such as masks, gowns, coats, boots, goggles, gloves, or shields.  Interactions with disgruntled or disturbed employees could result in physical injury.
  • May work in hazardous conditions associated with an emergency event (e.g., inclement weather).
  • May be required to work extended days, nights, weekends, and holidays to conduct investigations, monitor performance, respond to any incident or event affecting the safety and security of Lab personnel, property, and/or the environment, and ensure program compliance and success. 

 

Desired Qualifications:

  • Broad knowledge of Protective Force operations at a U.S. Department of Energy site, as well as applicable requirements and directives. Familiarity with DOE policies, orders, manuals, etc.
  • Prior DOE/DOE contractor experience is highly desirable.
  • Knowledge of the Lab’s organizational structure and organizational culture.  
  • Knowledge of the processes and policies of the federal, state, and private agencies that impact the Lab’s Safeguards and Security program.
  • Experience as technical representative for security contracts.

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
