Description of Work Unit

The Office of the Registrar provides leadership and service in student enrollment and academic record management that supports recruitment, retention, and graduation goals of Colorado State University. Position Summary
This position will focus exclusively on serving veteran students utilizing Veteran’s Affairs (VA) benefits in the Office of the Registrar. The documentation the University must complete in order to certify that a veteran or dependent is eligible for benefits has increased in complexity due to new programs and new Veteran Administration (VA) rules. This position assumes responsibility for maintaining the eligibility of the University to participate in the VA programs and responsibility for certifications in any of the seven extant chapters of GI Bill benefits on which the VA bases payments to students and the University.
This position has program responsibility for the University’s participation in the Veterans’ Educational Assistance programs. This includes ensuring the University complies with VA requirements to participate in the VA programs, completing paperwork for the University to participate, maintaining the records of eligible veterans, certifying student enrollment status to the VA and advising veterans of their eligibility and options for receiving benefits. Periodically, this position will meet with and provide requested records to VA and State Approving Agency officials in conducting compliance surveys and supervisory visits (audits).This position will meet with parents who transfer GI Bill entitlement to dependents. Because the transfer and benefit brings to bear both Department of Defense and Veteran Affairs rules and regulations, it is a labyrinthine procedure that many parents and their student dependents cannot successfully find their way through. Time and expertise is required when counseling parents and their dependents by telephone, email, and personal contact.
The VA pays tuition and fees directly to CSU for students using the Post 9/11 GI Bill. This requires that tuition and fees be reported separately with each certification of each student using the benefit. Additionally, each time students using the Post 9/11 GI Bill change their schedule, tuition and fees have to be recalculated and an adjustment submitted to the VA. This requires running assessments and using them to determine applicable tuition and fees, determining the students’ level of entitlement and reporting to Accounts Receivable Operations the amount of payment to expect from the VA for each student.

Required Job Qualifications
All required job qualifications must be referenced in application materials to be considered for this position. The following items are required:
  • Bachelor’s Degree (earned by June 30, 2023) from an accredited university in Business, Accounting, Education, Science or Public Administration, or a closely related field that emphasizes analytical and critical thinking skills.
  • Demonstrated experience interpreting complex state and federal policies.
  • Experience working in higher education.
  • Strong relationship building and organizational skills demonstrated by collaborating with multiple constituencies.

Preferred Job Qualifications
Preferred qualifications are not required to be considered for this position but are highly desired. Preferred qualifications include:
  • Master’s Degree.
  • Two or more years’ experience as a School Certifying Official at an institution of higher education that certifies more than 300 benefit users per semester.
  • Demonstrated experience working with Veteran Benefits in a higher education environment
  • Familiarity with higher education advising practices.
  • Familiarity with higher education financial aid and residency policies.
  • Demonstrated experience performing as a team player in measured deliverable situations.
  • Significant experience interpreting complex state and federal veteran policies.
  • Strong interpersonal communication skills as demonstrated by respectful and effective interactions with diverse constituencies including but not limited to students, faculty, staff, and vendors at all levels.
