Department Description
The Department of Molecular and Cellular Biology is a large teaching and research unit within the College of Biological Sciences. The department is comprised of 32 faculty in addition to emeriti faculty, lecturers, specialists, researchers, visiting faculty, postdoctoral scholars, undergraduate and graduate students, and instruction, administrative and research staff.
The incumbent of this position works with general supervision, providing advice and guidance to the Principal Investigator (PI), and works closely with the Office of Research and Contracts & Grants Accounting to facilitate the timely submission of proposals to expedite the transfer of awards.

Job Summary
Under general supervision of the Financial Operations Analyst and CAO, responsible for fiscal control, accounting, and reporting for a wide variety of contracts and grants and full financial portfolio of Principal Investigators (PI). Serve as one of two compliance officers for the department's contracts and grants activity and a primary resource advisor to faculty for pre and post award processes, research personnel, and financial planning.
Responsible for pre- and post-award management, budget development, analysis, and forecasting, and for control of budgets. Provide financial analysis and effort reporting and participate in the financial planning for a wide variety of federal, state, and private grants. Work with Principal Investigators and researchers to understand cross-disciplinary proposals, analyze programmatic needs, and make recommendations. Departmental compliance expert on University policy and procedure for all department and research business processes.

WORK ENVIRONMENT
  • Handle competing demands with frequent interruptions. Work occasional overtime to meet operational needs and meet deadlines. Restricted vacation during peak times such as merit and promotions cycles, heavy recruitment periods.

MINIMUM QUALIFICATIONS
Minimum Education/Experience:
  • Financial analysis experience including cost allocation, forecasting, and strategic planning to analyze, compile and interpret financial data and reports to present complex data for decision making purposes.
  • Experience working on extramural funds, including detailed budget preparation, assistance with scopes of work, financial analysis, and forecasting.
  • Experience using automated financial and payroll/personnel systems.

Minimum Knowledge, Skills, and Abilities (KSA):
  • Critical thinking skills in problem solving complex issues, analyzing, and interpreting data and policy and placement of issues into context.
  • Organizational skills to work with changing priorities and demanding workload and to use independent judgment to make logical decisions.
  • Interpersonal, verbal, and written communication skills to clearly and effectively interact with a diverse group of individuals to secure and/or provide information to clarify situations, resolve problems, and negotiate services and/or agreements.
  • Computer skills to utilize various programs and software for word processing, spreadsheets, and website applications.

PREFERRED QUALIFICATIONS
Preferred Knowledge, Skills, and Abilities (KSA):
  • Familiarity with federal and private compliance regulations governing grant budgeting, financial reporting, cost-sharing standards, cost allocation, and policies regarding use of grant funds.
  • Leadership skills to implement new systems and processes that improve the overall effectiveness of the unit.
  • Familiarity with UCD automated financial systems (UC PTH, Cognos, AggieEnterprise/KFS, AggieExpense) or ability to learn new systems (including proposal submission systems), as required.
