Department Description


The Transportation & Energy Cluster provides support to six high-profile units, including the Institute of Transportation Studies, the Energy Efficiency Center, the Western Cooling Efficiency Center, the Policy Institute for Energy, Environment and the Economy, the Energy Institute, and the Air Quality Research Center. Within those five units are a few more sub centers" including the Plug-In Hybrid Electric Vehicle Center, the Sustainable Transportation Energy Pathways Program, the China Center for Energy and Transportation, and the Urban Land Use and Transportation Center (ULTRANS). These units are 95% soft-funded with annual expenditures totaling more than $17 million. Further, the Transportation & Energy Cluster hosts a graduate program in Transportation, Technology & Policy, sponsors a comprehensive program of events, seminars, conferences, and workshops, and is the only sub-college unit on campus with its own development officers (2.5), raising, on average, $3-4 million/year. This position is one of four Financial Analysts for the Cluster, with workload assigned equally to each Analyst. During absences, the other Analysts provide full back-up to the other."

 

Job Summary

Under the direction of a Team supervisor, this position will be responsible for the fiscal control, accounting and reporting of basic level contracts and grants awarded in support of UC Davis research, training, and public service programs. This position involves analyzing, monitoring, preparing, and reconciling financial information to provide financial and statistical data for the control of contract and grant operations. This position also involves the preparation of financial reports to meet internal and external requirements. Uses accounting and financial concepts with basic understanding of accounting practices and campus policies and procedures to complete assignments requiring analysis of data and review of a variety of factors and documents. Exercises judgment within accounting procedures and practices to identify appropriate action, which will be verified with the supervisor. Has internal contact on regular basis and external contact on a limited basis. Professional who has a basic understanding of proposals for contract and grant administration, theory, practices, and performs a full range of responsibilities within the functions of contract and grant administration under the supervision of a team supervisor; possesses knowledge of accounting, analyzes problems and identifies and implements solutions. Attend training workshops for present and future career development. Participate in staff meetings. Supervisor will assign other activities to provide exposure to more difficult contracts and grants. Assigned portfolio will consist of complexity level mix of approximately: Basic-70%, Moderate-30%, Advanced-0%, Highly Complex-0%

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

·         Experience with and knowledge of accounting and financial administration terminology.

·         Experience using computers for word processing, spreadsheets, and managing e-mail.

·         Experience working with computers and financial management systems. Bachelor’s degree in business, accounting, finance or a related field, or equivalent combination of education and experience.

Minimum Knowledge, Skills, and Abilities (KSA):

·         Verbal and written communication skills to effectively communicate, both in person and in writing.

·         Organizational skills to determine workload priorities and set timetables to meet deadlines, goals, and objectives.

·         Skill to thrive in a busy, high-volume, and deadline-driven work environment that requires coordination of multiple activities.

·         Basic knowledge of Generally Accepted Accounting Principles.

 

PREFERRED QUALIFICATIONS

Preferred Education/Experience:            

·         Experience in the proposals and management of grants and contracts and ability to interpret and apply relevant policies (specifically UC policies).

·         1-2 years of experience in a bookkeeping or accounting position, or 2-3 years performing financial-clerical tasks in an accounting environment.

Preferred Knowledge, Skills, and Abilities (KSA):

·         Working knowledge of UC policies and procedures.

·         Skill to manage a significant volume of transactions.

·         Perform other tasks and duties, including special Team projects, as deemed necessary and appropriate by the supervisor.
